The Target Corporation has generously donated $1,800 to the Chula Vista Police Department to cover the costs to hold this event. ENVIRONMENTAL REVIEW This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION That Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION N/A DISCUSSION On August 7a', 2012 from 4:00 PM unti18:00 PM, the Chula Vista Police Department in association with the National Association of Town Watch will join thousands of communities nationwide for the " 29`h Annual National Night Out" crime and drug prevention event. 7-1 JULY 17, 2012, Item Page 2 of 2 National Night Out is designed to: • Heighten crime and drug prevention awareness; Generate support for, and participation in, local anticrime efforts; • Strengthen neighborhood spirit and police-community partnerships; and • Send a message to criminals letting them know neighborhoods aze organized and fighting back. Since 2010, the Chula Vista Police Department has hosted the event at police headquarters (315 Fourth Avenue) and has averaged in excess of 1,500 attendees. The general public is invited to attend this event and see how their police department serves them on a daily basis, as well as how they can participate in crime prevention efforts. There are several static displays featuring the various specialty units within the Police Department, as well as booths from our various law enforcement and community partners showcasing the latest safety and crime prevention information. The Chula Vista Olympic Training Center will again generously provide food and refreshments for attendees. There are costs associated with hosting an event of this magnitude. These costs include; • Marketing • Promotional items • Equipment rental • Refreshments for vendors Target Stores is a national sponsor for National Night Out and a request for grant funding was submitted to them in Apri12012. On June 28`h, the Chula Vista Police Department received a grant from Target Stores in the amount of $1,800. These funds will be used to offset the costs associated with this noteworthy event. The Chula Vista Police Foundation will fund the remaining vests associated with the event if the grant funds are not sufficient. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently, the 500-foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT The Target Corporation grant funds will be used help significantly offset the costs of holding the National Night Out event. If needed, the Chula Vista Police Foundation will provide any remaining funds to completely offset the costs of this event. There is no General Fund impact for this event. ONGOING FISCAL IMPACT This grant is for one year only. The Police Department will re-apply with Target Corporation next year for additional grant funds. ATTACHMENTS None. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING $1,800 FROM TARGET CORPORATION AND APPROPRIATING SAID FUNDS IN THE FISCAL YEAR 2013 POLICE DEPARTMENT SUPPLIES AND SERVICES BUDGET WHEREAS, On August 7th, 2012, the Chula Vista Police Department, in association with the National Association of Town Watch, will be participating in the 29`h Annual National Night Out event; and WHEREAS, National Night Out is designed to heighten crime and drug prevention awazeness; Generate support for, and participation in, local anticrime efforts; Strengthen neighborhood spirit and police-community partnerships; and send a message to criminals letting them know neighborhoods are organized and fighting back; and WHEREAS, this event has averaged over 1,500 visitors each year since the Police Department started holding this event in 2010; and WHEREAS, the Target Corporation is a major sponsor for National Night Out; and WHEREAS, the Police Department applied for, and subsequently was awarded a grant in the amount of $1,800 from the Target Corporation to help fund the event; and WHEREAS, additional support from the Chula Vista Olympic Training Center and the Chula Vista Police Foundation will ensure the continued success of this event. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does hereby accept $1,800 from the Target Corporation and appropriate said funds in the Fiscal Year 2013 Police Department Supplies and Services Budget.
