SUMMARY
The Chula Vista Public Library received aone-time grant award from the California State
Library through the California Library Literacy Services Fund in the amount of $13,666.
The purpose of the award is to support adult literacy services in a library setting.
ENVIRONMENTAL REVIEW
The Director of Development Services has reviewed the proposed activity, Appropriating
Grant Revenue for support of the Library's Literacy Services, for compliance with the
California Environmental Quality Act (CEQA) and has determined that the activity is not
a "Project" as defined under Section 15378 of the State CEQA Guidelines because the
activity is appropriating funds for educational reimbursement only, therefore, pursuant to
Section 15060 (c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.

DISCUSSION
The purpose of the grant from the California State Library through the California Library
Literacy Services is to support adult literacy services in a library setting. Chula Vista
Library last qualified in 2011 for similaz grant funding and qualified again in 2012. This
allows the library to continue to provide literacy services in the Education Services Wing
at the South Chula Vista Library in partnership with a volunteer literacy organization,
Laubach Literacy Council. This partnership has made possible the recruitment and
training of tutors and enables them to be connected with adults needing instruction in
reading skills.
The funds will be used to maintain literacy services at a reduced level effective
immediately. The grant will support staff hours and literacy materials through September
30, 2012.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500 foot rule found in California Code of
Regulations section 18704.2 (a)(1) is not applicable to this decision.
CURRENT YEAR FISCAL IMPACT
Approval of this resolution will result in a one-time appropriation of $13,666 to the State
Grants Fund budget; $12,666 will be allocated to personnel services and $1,000 to
supplies and services. Grant funding from the California State Library will fully offset
this appropriation.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting these grant funds.

WHEREAS, the Chula Vista Public Library received aone-time grant award from the
California State Library's California Library Literacy Services Fund in the amount of $13,666 to
support literacy services in a library setting; and
WHEREAS, this grant will enable the Chula Vista Public Library in partnership with the
Laubach Literacy Council to continue to provide literacy services at the South Chula Vista
Branch Library; and
WHEREAS, this grant will maintain adult literacy services at a reduced level by
providing staff time and supporting books and classroom materials through September 30, 2012.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista hereby accepts a grant of $13,666 for the California State Library Award through the
California Library Literacy Services Fund for literacy programming at the Chula Vista Library
and amends the fiscal year 2012-13 State Grants Fund budget by appropriating $12,666 to
personnel services and $1,000 to supplies and services to be offset by grant funding.
