CHULA VISTA ACCEPTING GRANT FUNDING FROM
THE U.S. DEPARTMENT OF HOMELAND SECURITY AND
APPROPRIATING $201,970 TO THE FEDERAL GRANTS
FUND FOR THE URBAN AREAS SECURITY INITIATIVE

SUMMARY
The San Diego Urban Areas Security Initiative (SD-UASI) recently received grant funds for
county-wide training for first responders to large scale emergencies (earthquakes, ten•orist acts,
flood, fires, etc.). As part of this grant funding, the SD-UASI will receive funds to fully offset the
costs of having a Fire Battalion Chief administer the training program over the next two yeazs.
ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for compliance with the California Environmental
Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined
under Section 15378 of the State CEQA Guidelines because it will not result in a physical
change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA
Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary.
RECOMMENDATION
That Council adopt the resolution.

DISCUSSION
The SD-UASI recently received grant funds to offset the costs of providing training to first
responders throughout the San Diego region. This includes Police, Fire, Medical and other

important first responders to major incidents such as earthquakes, fires, floods, terrorist
attacks, etc.
As part of this grant award, the SD-UASI is able to recoup 100% of the personnel costs of a
Battalion Chief level position to administer the training grant funds. The SD-UASI contacted
the City of Chula Vista to place one Fire Department employee in this training manager
position. This position will work with the various Federal, State and local government
agencies to coordinate county-wide training for emergency events. This position will also
work with the Department of Homeland Security for reimbursement for these trainings
(including personnel and supplies/equipment costs).
The Fire Department has identified a Fire Captain with extensive training experience, as well
as experience dealing with Department of Homeland Security fiscal policies (for
reimbursements) to fill this Battalion Chief level position on an interim basis. This position is
slated for atwo-year deployment to the SD-UASI Training offices. Therefore, the Fire
Department will also backfill the vacant Fire Captain position with an interim Fire Captain
position, as well as also backfilling the corresponding vacant Fire Engineer position with an
interim appointment. The resulting vacant Fire Fighter position will be filled on an overtime
basis during the deployment.
DECISION MAKER CONFLICT
Staff has determined that the action contemplated by this item is ministerial in nature and does
not require the City Council members to make or participate in making a governmental
decision, pursuant to California Code of Regulations section 18702.4(a). Consequently, this
item does not present a conflict under the Political Reform Act (Cal. Gov't Code § 87100, et
seq.).
CURRENT YEAR FISCAL IMPACT
Approval of this resolution will result in the appropriation of $201,970 to the personnel
category of the Federal Grants Fund. The UASI grant covers 100% of the personnel costs for
this Training Manager position. The vacated Fire Fighter position in the General Fund will be
filled on an overtime basis. The impact to the General Fund is unlrnown but is expected to be
minimal. The Fire Department will monitor overtime costs and make adjustments as
necessary.
ONGOING FISCAL IMPACT
Since this is a two-year appointment, the personnel costs of the Training Manager will be
included in the fiscal year 2014 proposed budget. The UASI funds will fully cover the
personnel costs. As was mentioned in the "Current Year Fiscal Impact", there is a chance for a
minimal impact to the General Fund in filling the vacated Fire Fighter position on an overtime
basis. The Fire Department will continue to monitor the overtime costs and make adjustments
as necessary. The employee being deployed to this position will return to the Fire Department
at the end of the deployment period.

GRANTS FUND FOR THE URBAN AREAS SECURITY
INITIATIVE TRAINING PROGRAM
WHEREAS, the Department of Homeland Security has awarded the San Diego Urban
Areas Security Initiative (SD-UASI) grant funds to train first responders to handle significant
hazardous incidents such as earthquakes, floods, fires, terrorist attacks and other natural
disasters; and
WHEREAS, these grant funds can be utilized to offset personnel expenditures to
manage the programs and fiscal requirements of the grant; and
WHEREAS, the SD-UASI has requested that the City of Chula Vista deploy one of
the Fire Department employees to manage the county-wide training programs for SD-UASI;
and
WHEREAS, the SD-UASI will fully reimburse the City of Chula Vista for the
personnel costs required to deploy one employee to the SD-UASI offices for a period of two
years.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does accept funding from the U.S. Department of Homeland Security and appropriate
$201,970 to the personnel category of the Federal Grants Fund for the Urban Areas Security
Initiative Training Program.
