SUMMARY
The City of Chula Vista's Department of Public Works, Engineering Division, would like to
submit grant applications for the FFY2012-13 (Federal Fiscal Year) Highway Safety
Improvement Program (HSIP) Cycle 5 Grant Program. HSIP funds are eligible for work on any
publicly owned roadway or bicycle/pedestrian pathway or trail that will correct or improve the
safety of its users. Two candidate projects are proposed to be submitted prior to the July 20,
2012 deadline.
ENVIRONMENTAL REVIEW
The Development Services Director has reviewed the proposed activity for compliance with the
California Environmental Quality Act (CEQA} and has determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because the proposal
consists of an administrative funding solicitation without the assurance that these funds will be
procured for future projects. Once the funding is obtained and the projects clearly defined, then,
additional environmental review will be conducted and the appropriate determination will be
made. Therefore, pursuant to Section 15060 (c)(3) of the State CEQA Guidelines the activity is
not subject to CEQA. Thus, no environmental review is required.
RECOMMENDATION
Council adopt the resolution.

DISCUSSION
Section 1401 of the Safe, Accountable, Flexible, Efficient, Transportation, and Equity Act -
Legacy for Users (SAFETEA-LU) amended Section 148 of Title 23 to create a new, core
Highway Safety Improvement Program (HSIP). Additionally, SAFETEA-LU introduced a new
set-aside provision known as the High Risk Rural Roads (HR3) Program, codified as 23 U.S.C.
§148(f). On April 23, 2012, Caltrans announced a combined call for HSIP and HR3 projects
based upon anticipated Federal safety funding in the upcoming 2013 FSTIP starting in October
2012. Caltrans expects the available funding apportioned to local agencies in the 2013 FSTIP to
be approximately $100 million for HSIP and $15 million for HR3 in their respective 4-year
plans.
Eligible applicants include cities and counties for any publicly owned roadway or
bicycle/pedestrian pathway or trail that will correct or improve the safety of its users. For a
project to be eligible, a specific problem must be identified for correction and the proposed
countermeasure must correct or substantially improve the condition.
The City proposes to apply and submit applications for HSIP grant funding and has identified the
following two different types of projects:
• Install missing infrastructure, such as sidewalks, curbs, gutters and pedestrian ramps;
• Modify an existing traffic signal at an intersection to reduce the accident rate.
The maximum reimbursement percentage for any HSIP project is 90 percent where the
maximum amount allocated to any. single project is $900,000. The grant also requires a local
match of 10 percent, which would come from TransNet funds. Statewide, $100 million worth of
projects will be selected from the FFY2412/13 HSIP Program applications.
For FFY2012/13 HSIP Program, it is recommended that the City apply for funding for the
following two projects:
Proposed Project No. 1:
Moss Street corridor improvements between Third and Fourth Avenues.
The project scope consists of the installation of protected left-turn lane phasing at the intersection
of Third Avenue/Moss Street. At the Fourth Avenue/Moss Street traffic signal, improvements
for the pedestrians would be provided such as ADA compliant pedestrian push buttons and
countdown indications. Within the corridor bounded by these two signalized intersections, the
installation of missing sidewalks will be provided since this corridor lacks sidewalks, curb and
gutters, and ADA compliant pedestrian ramps. Also, the proposed work consists of installing
Portland Cement Concrete monolithic curb, gutter, and sidewalks, ADA pedestrian ramps,
asphalt concrete pavement, and other miscellaneous items of work necessary for the project.
This project will serve Harborside and Rice Elementary Schools, Chula Vista Adult School, and
the single and multi-residential properties along both sides of Moss Street.

The estimated cost of this proposed project is $300,000. There is approximately 400 lineal feet
of work needed along the north side of this block. The Moss Street corridor was rated as priority
#21 of the top 30 priority corridors recommended for pedestrian improvements under the City's
Adopted Pedestrian Master Plan. There is an existing Capital Improvement Program (CIP)
STL366 Project along Moss Street between Broadway and Fourth Avenue for preliminary
engineering only. If a grant is awarded, the existing programmed funds would be programmed
for the local match of the proposed project and other future projects.
Proposed Project No. 2:
Traffic Signal Modifications at the intersections of Third Avenue/"J" and Third Avenue/
Naples Street
The proposed project is to upgrade and modify two existing traffic signals at the intersections of
Third Avenue/"J" Street and Third Avenue/Naples Street. The proposed protected left-turn only
phase movement is targeted at improving safety for motorists and pedestrians. Therefore, as part
of the proposed improvements are the installation of ADA compliant push buttons with 4-part
crossing instruction signs, installation of loop detectors, re-wiring the intersection, minor
sidewalk improvements, construction of ADA compliant pedestrian ramps, enhanced re-striping
and signage, and other required traffic control devices. The estimated cost of this proposed
project is $355,000. There is an existing project programmed in the prior year (TF-374 CIP
Project) for Third Avenue/"I" Street intersection. Also, there is another project programmed in
FY 12/13 for preliminary engineering and construction at the intersection of Third
Avenue/Naples Street. Therefore, if a grant is awarded, the existing programmed funds would
be programmed for other future traffic signal related projects.
In summary, Caltrans administers the HSIP Program funds. Staff is preparing the grant
applications for the two projects described in this report and plans to submit the applications,
pending Council approval, to the Caltrans District Office before the July 20, 2012 deadline.
Staff will return to Council for appropriation of funds if awarded.
DECISION MAKER CONFLICT
Staff has reviewed the property holdings of the City Council and has found no property holdings
within 500 feet of the boundaries of the properties, which are the subject of this action.
CURRENT YEAR FISCAL IMPACT
There is no fiscal impact to the General Fund. If the resolution is approved, the City will apply
for Highway Safety Improvement Program (HSIP) funding. If a grant is awarded, staff will
return to Council with a recommendation to accept the grant funds and appropriate the grant
funds into the existing Capital Improvement Program (CIP) projects. Sufficient funds have been
identified within the TransNet andJor Traffic Signal funds to meet the 10% local match
requirement.

ONGOING ,FISCAL IMPACT
There is no ongoing fiscal impact at this time. If funds are awarded upon completion of the
project(s), the improvements will require only routine City maintenance.

WHEREAS, Section 1401 of the Safe, Accountable, Flexible, Efficient, Transportation,
and Equity Act -Legacy for Users (SAFETEA-LU) amended Section 148 of Title 23 to create a

WHEREAS, on April 23, 2012, Caltrans announced a call for HSIP projects based upon
anticipated Federal safety funding in the 2012/13 Federal Fiscal Year (FFY) which began
October 2012; and
WHEREAS, this call for projects is through its competitive Highway Safety
Improvement Program (HSIP) grant program; and
WHEREAS, Caltrans expects the HSIP Cycle 5 funding apportioned to local agencies to
be approximately $100 million; and
WHEREAS, for a project to be eligible a specific problem must be identified for
correction and the proposed countermeasure must correct or substantially improve the condition;
and
WHEREAS, City staff recommends applying for HSIP grant funds and has identified the
following two different types of projects:
• Modify an existing traffic signal at an intersection and install missing infrastructure, such
as sidewalks, curbs, gutters and pedestrian ramps
• Modify an existing traffic signal at an intersection to reduce the accident rate; and
WHEREAS, the projects are:
1. Moss Street corridor improvements between Third and Fourth Avenues.
2. Traffic Signal Modifications at the intersections of Third Avenue/"J" Street and Third
Avenue/Naples Street.

NOW, THEREFORE, the City Council of the City of Chula Vista does hereby authorize
submittal of FFY2012-13 {Fiscal Federal Year) Highway Safety Improvement Program (HSIP)
Cycle 5 grant applications and commit matching funds therefor.
