The grant funds will be used during aone-year period to conduct ABC enforcement strategies targeting problem ABC locations that generate excessive calls for service, pernut narcotics activity on the premises, allow minors access to alcohol, and continually violate the conditions of their ABC license. ENVIRONMENTAL REVIEW This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not applicable. DISCUSSION The Police Department has been awarded $51,440 from the Department of Alcoholic Beverage Control (ABC). This one-year project will proactively target problem ABC 7-1 NLY 10, 2012, Item Page 2 of 2 locations that generate excessive calls for service draining patrol resources, permit narcotics activity on the premises, allow minors access to alcohol, and continually violate the conditions of their ABC license. The Police Department Special Investigations Unit will conduct ABC enforcement strategies and provide training and resources for officers as well as ABC licensees. The objective of this project is to proactively target ABC problem locations based on intelligence gathered by surveillance, department data sources, and the community. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in a one-time appropriation of $45,872 to the personnel category and $5,568 to supplies & services category of the Police Grant Fund. The funding from the Department of Alcoholic Beverage Control will completely offset these costs, resulting in no net fiscal impact to the General Fund. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING $51,440 FROM THE DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL AND APPROPRIATING SAID FUNDS TO THE FISCAL YEAR 2012/2013 BUDGET OF THE POLICE GRANT FUND WHEREAS, the Police Department has recently received notice of a grant award in the amount of $51,440 from the Department of Alcoholic Beverage Control (hereafrer referred to as ABC); and WHEREAS, the grant funds will be used during aone-year period to conduct ABC enforcement strategies tazgeting ABC locations that generate excessive- calls for service, permit narcotics activity on the premises, allow minors access to alcohol, and continually violate the conditions of their ABC license; and WHEREAS, the Police Department has been awarded various grant funds by ABC, and has a history of success working with ABC and other law enforcement agencies at the local and state levels; and WHEREAS, the fiscal year 2012/2013 Police Grant Fund budget will be amended to appropriate $45,872 for overtime costs, $2,318 for operating expenses, $1,250 for equipment, and $2,000 for mandatory conference travel. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does hereby accept $51,440 from the Department of Alcoholic Beverage Control and amend the fiscal year 2012/2013 budget by appropriating $45,872 to personnel services and $5,568 to the supplies & services category of the Police Grant Fund.
