RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
OPPOSING SENATE BILL N0. 824, INCREASING THE MEMBERSHIP OF
LOCAL AGENCY FORMATION COMMISSIONS
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Senate Committee on Local Government will hold
a hearing on May 10, 1967, to consider Senate Bill No. 824, which would
increase the membership of Local Agency Formation Commissions from five
members to seven, said additional members to be representatives of
special districts, and
WHEREAS, the City of Chula Vista has heretofore adopted sev-
eral resolutions urging specific amendments to the District Reorganization
Act of 1965, which would clearly impose as a duty upon the Local Agency
Formation Commissions the earliest possible dissolution of special
districts and the discouragement of the formation of new special districts
in order to permit the assumption by cities or other general governments
of the services performed by special districts, and
WHEREAS, the League of California Cities has supported the
position of the City of Chula Vista in this regard, and has concurred
that a prime function of the Local Agency Formation Commissions is to
eliminate unnecessary special districts and prevent creation of new
special districts, and
WHEREAS, the City Council of the City of Chula Vista, at a
state-wide meeting of Local Agency Formation Commissions held in Decem-
ber of 1966, supported the statement of the City Attorney of the City
of Chula Vista opposing the proposal that special districts be represented
on Local Agency Formation Commissions, and
WHEREAS, such a proposal as contained in Senate Bill No. 824
is directly contrary to the concept and function of Local Agency Forma-
tion Commissions, and
WHEREAS, representation on said commissions from special districts
would completely stifle the orderly and planned growth of municipalities
and more particularly, in the case of Chula Vista, could terminate any
further annexations even though the areas sought to be annexed would be
logical service areas to be serviced by the City of Chula Vista.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that said Council hereby reiterates its request
to the State Legislature to more clearly define the powers and duties
of the Local Agency Formation Commissions and specifically urges the
defeat of Senate Bill No. 824 as being completely opposed to the basic
principles of the establishment of the Local Agency Formation Commissions.
BE IT FURTHER RESOLVED that the City Clerk of the City of
Chula Vista be, and he is hereby directed to forward a certified copy
of this resolution to each member of the legislative delegation of the
County of San Diego, to each member of the Senate Committee on Local
Government, and to Chairman John Knox and all members of the Assembly
Interim Committee on Municipal and County Government.
