RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
RELATING TO LEGISLATION TO REVISE THE MAYO-BREED FORMULA
FOR THE ALLOCATION OF STATE GASOLINE TAXES
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, true state highway needs for the Southern Counties
group, based on the urgency of traffic demands and the provision of
equal state-wide traffic services, are in excess of 60 percent of
the state-wide total, and
WHEREAS, the existing critical traffic congestion, accidents
and fatalities in the Southern Counties area must be immediately
alleviated, and
WHEREAS, the future economic and sociological growth and
development of the 13 Southern Counties is dependent on the construction
of an adequate highway and freeway system, and
WHEREAS, based on the pertinent indices of population,
vehicle registration, and assessed evaluation, the 13 Southern Counties
provide in excess of 60 percent of the state-wide highway revenue, and
WHEREAS, the antiquated Mayo-Breed Formula allocates only
55 percent of the state-wide highway and freeway construction funds
to the South which curtails the budgeting of urgently needed projects
and eliminates a program of equitable future facilities in this area.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that said Council does hereby endorse a legislative
program to amend the Mayo-Breed Formula to allocate a minimum of 60
percent of the State Highway Construction Funds to the 13 counties in
the Southern group. and requests ea
BE IT FURTHER RESOLVED that the City Clerk be, and he is
hereby directed to forward a certified copies of this resolution to
the Southern California Regional Association of County Supervisors,
and to all members of the San Diego County Legislative Delegation.

Relating to Legislation to Revise the

NOW, THEREFORE, BE IT RESOLVED, that the Southern
California Regional Association of County Supervisors
endorses a legislative program to amend the Mayo-Breed
Formula to allocate a minimum of 60 percent of the State
Highway Construction Funds to the 13 counties in the
Southern group, and requests each Board of Supervisors
and City Council in the 13 Southern Counties affected to
actively support such a program, and
BE IT FURTHER RESOLVED that G. W. Wakefield, Chief
Assistant County Counsel of the County of Los Angeles,
is designated Coordinator of this Association for this
purpose, and the Coordinator is directed to forward to
each Board of Supervisors, each City Council, and each
member of the State Legislature, representing the 13
Couiiti_cs in the S~iithern group, a copy of this resolu-
tion.

USE OF STATE HIGHWAY CONSTRUCTION FUNDS
On January 20, 1967, I. L. Morhar, Road Commissioner
of Los Angeles County, presented a report to the Southern
California Regional Association of County Supervisors
dealing with the inequitable distribution of State Highway
Construction Funds.
The Southern California Regional Association of County
Supervisors adopted a resolution urging a revision of the
so-called Mayo-Breed Formula to provide a minimum of 60 per
cent of State Highway Construction Funds to the Southern
counties region as compared to the 55 per cent currently
allocated. A copy of the resolution is enclosed. The reso-
lution also urges all Southern counties and cities to sup-
port a legislative program that will effect such revision.
You can assist in this project by adopting a similar reso-
lution and instructing your legislative representatives to
convey to the Legislature our mutual concern over the
present inequity in the Mayo-Breed Foramina.

Also enclosed is a copy of the report presented by
Mr. Morhar. Some of the data used is derived from Los
Angeles County statistics. After reviewing the report,
I am sure you will agree that the problem.is common to
all Southern counties and cities and deserves the immedi-
ate-attention of the Legislature.
May I urge your prompt consideration of this .matter
in order that appropriate legislative action may be taken
as soon as possible. Where action of your body is taken,
please also forward a copy to us for our use in present-~
ing the measure to Legislative committees. Please direct
your reply to the address shown below.
