HomeMy WebLinkAboutReso 1966-4231RESOLUTION NO. 4231 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA OPPOSING PROPOSITION N0. 3, "OPEN SPACE CONSERVATION", ON THE BALLOT OF NOVEMBER 8, 1966 The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the electorate of the State of California is being asked to provide power to the legislature by amendment of Article II, Section 12 of the State Constitution to define open space lands for assessment purposes and to base the assessment of said lands upon their value when used for recreation, scenic beauty, natural resources and production of food or fiber, and WHEREAS, the City Council of the City of Chula Vista has long favored the retention of open spaces and green belts as a part of a sound plan for urban growth, and WHEREAS, an analysis of the proposal contained in Proposi- tion No. 3 indicates that, while the motives for preserving open spaces are of the highest nature and consistent with the general good, provisions for tax relief are extremely dangerous by providing tax benefits to special interest groups and encouraging land specu- lation, and WHEREAS, the creation of an additional tax shelter for such special interest groups would shift an already heavy tax burden to other tax paying groups without necessarily achieving the goals desired. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that said Council unanimously opposes said Prop- osition No. 3 for the reasons stated herein and urges all voters to cast a "NO" vote on Proposition No. 3 on Election Day, November 8, 1966. BE IT FURTHER RESOLVED that the City Clerk of the City of Chula Vista be, and he is hereby directed to forward certified copies of this resolution to all news media.
