HomeMy WebLinkAboutReso 2012-093RESOLUTION NO. 2012-093 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AN APPLICATION FOR GRANT FUNDS FROM THE COUNTY OF SAN DIEGO NEIGHBORHOOD REINVESTMENT PROGRAM FOR THE CONSTRUCTION OF A MULTI-USE RECREATIONAL TRAIL BRIDGE AND AUTHORIZING THE ASSISTANT CITY MANAGER/DEVELOPMENT SERVICES DIRECTOR AS AGENT TO CONDUCT ALL BUSINESS MATTERS FOR THE COMPLETION OF THE GRANT PROJECT WHEREAS, the County Neighborhood Reinvestment Program provides grant funds to County deparhnents, public agencies, and to non-profit community organizations for one-time community, social, environmental, educational, cultural or recreational needs; and WHEREAS, public agencies may apply to fund programs and projects that benefit the community and enhance the region's quality of life; and WHEREAS, multi-purpose trails provide for improved health, increased fitness, convenient access to the outdoors, and a diversified selection of recreational opportunities; and WHEREAS, the City recognizes that the twenty-eight (28) mile Chula Vista Greenbelt is important to the quality of life of a diverse community; and WHEREAS, the Chula Vista Greenbelt is comprised of a variety of natural and park like elements all connected by a multi-use trail system; and WHEREAS, a significant element of the Greenbelt trail system is the multi-use trail that encircles the City's Municipal Golf Course and Rohr Park; and WHEREAS, this multi-use trail is very popular and well used by residents of both Chula Vista and the County; and WHEREAS, one segment of this trail is incomplete from the drainage channel north of the intersection of Bonita Road and Otay Lakes Road; and WHEREAS, completion of said segment will require building a bridge across said channel and the installation of decomposed granite (DG) trail paving along the south edge of the golf course parking lot; and WHEREAS, it is desirable to build said bridge and to complete the multi-use trail to meet the communities needs and to comply with Americans with Disabilities Act (ADA); and Resolution No. 2012-093 Page No. 2 WHEREAS, trail users will benefit from the completion of the multi-use trail; and WHEREAS, the grant application includes costs for the construction of a prefabricated bridge across the drainage channel and, if sufficient funds are available, the completion of all or a portion of the DG trail between the bridge and a point approximately 600 feet to the west; and WHEREAS, the County of San Diego has retained the services of Dudek & Associates to design the bridge and appurtenances; and WHEREAS, if the City is awarded the grant, the City will prepare bid documents and bid out the bridge and trail project, administer the construction contract, provide construction staking services, and perform inspections at City cost ("in-kind" contribution); and WHEREAS, as Applicant, the City, if awarded the grant, will enter into an agreement with the County of San Diego Office of Financial Planning (OFP) to carry out the project within one yeaz of the grant award; and WHEREAS, the Development Services Director has reviewed the proposed project consisting of the procurement of grant funds for the construction of a multi-use recreational trail bridge and decomposed granite trail within a developed city park for compliance with the California Environmental Quality Act (CEQA) and has determined that this project qualifies for a Class 3 Categorical Exemption pursuant to Section 15303 (New Construction or Conversion of Small Structures) of the State CEQA Guidelines because the proposed multi-use recreational trail bridge and decomposed granite trail consist of small facilities to be constructed within an existing public park and that the proposed project will not result in damage to scenic resources, trees, historic buildings, rock outcroppings or similar resources, nor will it impact sensitive environmental resources, nor is it near hazazdous waste sites, nor will it create hazazdous substances. Thus, no further environmental review is required. NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby authorize submittal of the Neighborhood Reinvestment Program grant application to the County of San Diego for the Multi-Use Recreational Trail Bridge Project. BE IT FURTHER RESOLVED that the City Council does hereby appoint the Assistant City Manager/Development Services Director or designee, as agent to conduct all negotiations, execute and submit all documents including, but not limited to applications, agreements, payment requests, necessary for the completion of the grant project.
