HomeMy WebLinkAboutReso 1967-4450RESOLUTION NO. 4450 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA FINDING COMPETITIVE BIDDING TO BE IMPRACTICAL FOR THE PURCHASE OF STIMSONITE MARKERS AND AUTHORIZING THE EXPENDI- TURE OF THE NECESSARY FUNDS THEREFOR FROM THE 2107 GAS TAX FUNDS The City Council of the City of Chula Vista does hereby re- solve as follows: WHEREAS, the City Council has heretofore found, pursuant to Resolution 4203, that competitive bidding is impractical for the pur- pose of Stimsonite markers, and WHEREAS, the City Council again finds that the Stimsonite pavement markers manufactured by the Elastic Stop Nut Corporation of America, Signal Products Division, in Elizabeth, New Jersey, is the most desirable type of marker to be utilized for traffic dividers because of their design, specifications and durability, and WHEREAS, said finding of superiority and excellance of said pavement markers is an opinion shared by numerous other jurisdictions in the County of San Diego, and WHEREAS, the application and serviceability of said markers will provide the highest quality in terms of safety and maintenance, and until further technological improvements in the field of development and manufacture of pavement markers would indicate a more desirable product for this use the Stimsonite markers will continue to be used for such purpose by the City of Chula Vista, and WHEREAS, direct purchase of said pavement markers from the Elastic Stop Nut Corporation of America, Signal Products Division, in Elizabeth, New Jersey, is the most economical means of acquiring said markers, and WHEREAS, the Director of Public Works has recommended the purchase of the following numbers and models of said Stimsonite markers: -1- 428 bi-directional 72 mono-directional 1260 reflectorized mono-directional 1260 non-reflectorized NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista, based upon the foregoing reasons and facts, does hereby find that competitive biding for the acquisition of said pave- ment markers is impractical and undesirable. BE IT FURTHER RESOLVED that the City Purchasing Agent be, and he is hereby directed to complete this transaction and conclude such necessary contracts with Elastic Stop Nut Corporation of America for the acquisition of said pavement markers. BE IT FURTHER RESOLVED that such funds as are necessary, being the amount of $2,657.22, including tax, to most economically acquire said number of markers be authorized for expenditure from the 2107 Gas Tax funds for the purpose hereinabove set forth. BE IT FURTHER RESOLVED that the Finance Officer be, and he is hereby directed to record this Council action in the accounting records of the City.
