RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
FINDING COMPETITIVE BIDDING TO BE IMPRACTICAL AND AUTHORIZ-
ING THE CITY ENGINEER TO NEGOTIATE FOR THE INSTALLATION OF
THE TENNIS COURT LIGHTING AT GENERAL ROCA PARK
The City Council of the City of Chula Vista does hereby resolve
as follows:
WHEREAS, the City of Chula Vista has heretofore advertised for bids
for the installation of the tennis court lighting at General Roca Park, and
WHEREAS, all bids received were substantially in excessive of the
estimated cost of the project, which estimated cost is the sum of $4,600.00,
and
WHEREAS, the excessive bids and the lack of a reasonable number of
bidders was caused by the specification format requiring the bidder to sub-
mit a solution to the lighting problem, which requirement has proved to be
impractical in this instance, and
WHEREAS, it is recommended that those bids received be rejected
and, based upon the experience of this bidding process for tennis court light-
ing at General Roca Park, that no new bids be advertised, and
WHEREAS, the Council finds that it would be in the best interests
of the City and most desirable to negotiate for the installation of said tennis
court lighting, and that the sum of $4,600.00 be appropriated from the reserve
for capital improvements for said purpose, and
WHEREAS, it is proposed that the City Engineer be authorized to hire
any necessary electricians and to expend the necessary sums for the materials
needed, and that the four-supporting poles be installed by city forces.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Chula Vista, based upon the foregoing reasons and facts, does hereby find that
competitive bidding for the installation of the tennis court lighting at General
Roca Park is impractical and undesirable.
BE IT FURTHER RESOLVED that the City Engineer of the City of Chula
Vista be, and he is hereby authorized to negotiate for the installation of said
tennis court lighting and conclude such necessary contracts with electricians
for the performance of the work.
