RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA SUPPORTING THE ADOPTION OF ASSEMBLY BILL NO.
1705 PROVIDING SALARIES FOR COUNCILMEN IN BOTH
CHARTER AND GENERAL LAW CITIES
The City Council of the City of Chula Vista does hereby re-
solve as follows;
WHEREAS, Section 36516 of the Government Code presently pro-
vides for the payment of salary to City Councilmen in General Law
cities in accordance with the schedule established thereby based upon
the population of said cities, which salary schedule and authorization
applies only to General Law cities and which schedule may be modified
only by a vote of the people of said General Law cities, and
WHEREAS, Assembly Bill No. 1705 has been introduced to au-
thorize the payment of salaries to said councilmen in Charter cities
as well, pursuant to the same schedule, provided that said provisions
would not change the salary of any councilman presently receiving a
salary in excess of that set forth in the schedule if said councilman
was receiving such salary on the date of the adoption of the ordinance,
and
WHEREAS, the extension of said authorization for salaries to
encompass City councilmen of Charter cities is deemed to be very de-
sirable to attract the highest caliber of citizens for service on our
City Councils, and
WHEREAS, the growth of responsibilities of municipal govern-
ments require resolving of problems of increased complexity demands a
greater percentage of time and technical skill than ever before, and
WHEREAS, the State Legislature believes that the payment of
salaries and the improvement of the caliber of our councilmen in all
municipalities is a matter of state-wide concern.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that the City Council does hereby strongly support
the purpose and intent of Assembly Bill No. 1705 and urges the Legis-
lature to adopt said bill as a progressive step in insuring constantly
improving quality in the government bodies of municipalities through-
out the State.
BE IT FURTHER RESOLVED that the City Council urges considera-
tion by the Legislature of including provisions within said bill which
would provide greater flexibility in Charter cities in the establish-
ment of councilmen's salaries in order to safeguard the principles of
home rule.
BE IT FURTHER RESOLVED that the City Clerk of the City of
Chula Vista be, and he is hereby directed to forward copies of this
resolution to all members of the Legislative Delegation from San Diego
County and to the City Council of the City of Torrance, California.
