RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
APPROVING AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND
GRIFFENHAGEN-KROEGER FOR CONSULTING SERVICES, APPROPRIATING
FUNDS FOR SUCH SERVICES
AND AUTHORIZING THE MAYOR TO EXECUTE SAME
The City Council of the City of Chula Vista does hereby
resolve as follows:
That that certain agreement between the City of Chula Vista,
a municipal corporation, and Griffenhagen-Kroeger for consulting
services
dated the 13th day of June
, 19.67 a copy of which
is attached hereto and incorporated herein, the same as though fully
set forth herein be, and the same is hereby approved.
BE IT FURTHER RESOLVED that the Mayor of the City of Chula
Vista be, and he is hereby authorized and directed to ex~cu.Le said
agreement fog and. cn behalf of said i^_.i.ty.
BE IT FURTi~ER RESOLVED that the sum of $7,785.00 be, and
the same is hereby appropriated from the unappropriated surplus of
the General Fund for the purposes set forth hereinabove.

A G R E E M E N T
THIS AGREEMENT, made and entered into by and between the
CITY OF CHULA VISTA, CALIFORNIA, hereinafter referred to as the CITY,
and GRIFFENHAGEN-KROEGER, INC., management consultants, hereinafter re-
ferred to as the CONSULTANTS:

WHEREAS, the CITY desires a full and comprehensive analysis of
its full-time positions with a resulting classification plan containing
correct and up-to-date class specifications and allocations that assure
that such positions are properly described and classified; and
WHEREAS, the CITY desires a study of the methods and adequacy of
compensating its full-time employees with a resulting salary plan containing
fair and equitable salary rates and appropriate assignments of all such
positions to salary ranges; and
WHEREAS, the CITY desires a detailed analysis of the fringe bene-
fits allowed to its full-time employees and a determination of the extent
to which such benefits are similar or different from those granted by other
employers; and
WHEREAS, the CITY needs to standardize the titles and to establish
a uniform salary payment plan for its part-time positions compensated on
an hourly basis; and
WHEREAS, the CITY is interested in developing a separate compensa-
tion plan for its top executive positions that adequately distinguishes
between the comparative responsibilities and duties assigned to such positions;
and
WHEREAS, the CONSULTANTS have heretofore performed similar services
for numerous minicipalities and other public jurisdictions and possess an
acknowledged competence in such matters;
THEREFORE, IT IS HEREBY MUTUALLY AGREED AS FOLLOWS:
1. The CONSULTANTS agree to initiate their services within two
weeks following the execution of this agreement by participating in a
meeting with the City Manager and any other officials or employees of the
CITY for the purpose of discussing the detailed plans and schedules of the
consulting services to be performed.
2. The CONSULTANTS agree to participate in such meetings as may
be necessary of officials, supervisors, and employees for the purpose of
explaining fully the purposes of the studies above mentioned and to explain
and clarify the methods to be followed in their conduct.
3. The CONSULTANTS agree to make a detailed analysis of the 330
full-time positions now in 84 classes through an examination of written
statements submitted on questionnaires by employees and their supervisors,
by first-hand investigations and observations of work performed, and by
discussions to the extent necessary to obtain a full knowledge of the duties
and responsibilities involved.
4. The CONSULTANTS agree to prepare a tentative classification plan
for all full-time positions with drafts of class specifications and proposed
allocations of positions to appropriate classes and to submit it for review
and discussion to assure that all information has been complete and has been
properly interpreted.
5. The CONSULTANTS agree to develop the classification plan in final

form and to submit 25 copies of a report containing complete class specifi-
cations, recommended allocations of positions to classes, and recommended
procedures and standards for the implementation and administration of the
plan.
6. The CONSULTANTS agree to make a detailed analysis of the salary
relationships between all classes of positions contained in the new classi-
fication plan for the purpose of determining the extent to which all classes
should be ranked or rated one with the other insofar as their values based
on duties and responsibilities are concerned.
7. The CONSULTANTS agree to survey wage and salary rates for
comparable types of positions being paid by private and other public em-
ployers in appropriate labor markets under substantially equivalent con-
ditions of employment.
8. The CONSULTANTS agree to prepare a salary plan containing fair
and equitable salary rates and appropriate assignments of all position
classes to salary ranges and to submit 25 copies to the CITY.
9. The CONSULTANTS agree to make a detailed analysis of the fringe
benefits allowed to its employees as compared to those granted by other em-
ployers, to formulate recommendations as to any changes in the CITY'S pre-
sent fringe benefits policies and allowances that are found to be appropriate,
and to include the results of this analysis in the salary report specified
in item 8".
10. The CONSULTANTS agree to develop appropriate titles for approxi-
mately 60 part-time positions compensated on an hourly basis and to submit
a salary plan by which employees in these positions can be uniformly com-
pensated based on assigned duties and responsibilities.

11, The CONSULTANTS agree to develop a separate compensation plan
for the top 12 or so executive positions of the CITY that is based on a
detailed analysis of their comparative duties and responsibilities and to
submit 25 copies of a report containing this plan and the policies and pro-
cedures for its effective administration to the CITY,
12. Following the completion of all services and the submission of
all reports heretofore described, the CONSULTANTS agree to participate in
up to three meetings called by the CITY to clarify any matters that may
arise regarding their findings and recommendations.
13. The CONSULTANTS agree to assign fully experienced and highly
qualified members of its staff to conduct the services herein set forth.
14. The CONSULTANTS agree to perform all services in close co-
operation with the CITY'S officials to the end that maximum benefits will
be produced as the studies proceed through discussions of problems and
special situations that may be encountered.
15. The CONSULTANTS agree to complete all services as hereinbefore
described within approximately 120 days following the initiation of their
services unless the time is extended by mutual agreement of the two parties.
16. The CITY agrees to permit access to all reasonable information
needed by the CONSULTANTS and to expedite the furnishing of such information
as the latter may request.
17. In full payment for the services detailed above, the CITY agrees
to compensate the CONSULTANTS in accordance with the following terms and
conditions:

a. For the services related to the development of the compen-
sation and salary plans as set forth in above items 1 to 8,
a total amount of $5,585.
b. For the study of fringe benefits as set forth in item 9
above, an additional amount of $800.
c. For the development of a salary plan for hourly positions
as set forth in item 10 above, an additional amount of $400.
d. For the development of a separate compensation plan for
executive positions as set forth in item 11 above, an addi-
tional amount of $1,000.
e. It is further understood that payments will be made from
the date of this agreement as follows:
25% of the total fee at the end of 30 days;
25% of the total fee at the end of 60 days;
25% of the total fee at the end of 90 days;
25% of the total fee within 10 days following
the submission of the final report.
THE PARTIES HERETO have executed this agreement on ~~.11.~n F ~ ~ 1967.
