Background:
Bids were advertised for the purchase of one (1) 200 Horsepower Chassis Dynamometer.
Proposal forms were mailed to five (5) vendors. One (1) vendor responded as follows:

The estimate for this equipment was $7,500.00. Funds required are $6,502.00, plus
sales tax of $325.10, for a total of $6,827.10.
