HomeMy WebLinkAboutReso 2012-092RESOLUTION N0.2012-092 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AN APPLICATION FOR GRANT FUNDS FROM THE COUNTY OF SAN DIEGO NEIGHBORHOOD REINVESTMENT PROGRAM FOR A CENTENNIAL GREENBELT SIGNAGE PROGRAM AND AUTHORIZING THE ASSISTANT CITY MANAGER/DEVELOPMENT SERVICES DIRECTOR AS AGENT TO CONDUCT ALL BUSINESS MATTERS FOR THE COMPLETION OF THE GRANT PROJECT WHEREAS, the County Neighborhood Reinvestment Program provides grant funds to County departments, public agencies, and to non-profit community organizations for one-time community, social, environmental, educational, cultural or recreational needs; and WHEREAS, public agencies may apply to fund programs and projects that benefit the community and enhance the region's quality of life; and WHEREAS, multi-purpose trails provide for improved health, increased fitness, convenient access to the outdoors, and a diversified selection of recreational opportunities; and WHEREAS, the City recognizes that the twenty-eight (28) mile City of Chula Vista Greenbelt is important to the quality of life of a diverse community; and WHEREAS, the City of Chula Vista Greenbelt is comprised of a variety of natural and pazk like elements all connected by a multi-use trail system; and WHEREAS, twenty-one (21) miles of trails currently exist within the Greenbelt; and WHEREAS, trail users will benefit from a consistent, unique trail marker program that identifies the Greenbelt and guides the trail user along these 21 miles of trails; and WHEREAS, the grant application encompasses costs for the final design, production, and installation of approximately 75 Centennial Greenbelt trail marker signs and staff costs to administer the grant; and WHEREAS, as Applicant, the City, if awarded the grant, will enter into an agreement with the County of San Diego Office of Financial Planning (OFP) to carry out the project within one yeaz of the grant award; and Resolution No. 2012-092 Page No. 2 WHEREAS, the Development Services Director has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project (installation of trail markers in the existing Greenbelt Trails) qualifies for a Class 1 categorical exemption pursuant to Section 15301 (c) (Existing Facilities) of the State CEQA Guidelines because the trails are existing facilities and the Project calls for no expansion of use of the trail system. Thus, no further environmental review is required. NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby authorize submittal of the Neighborhood Reinvestment Program grant application to the County of San Diego for the Centennial Greenbelt Signage Program. BE IT FURTHER RESOLVED that the City Council does hereby appoint the Assistant City Manager/Development Services Director or designee, as agent to conduct all negotiations, execute and submit all documents including, but not limited to applications, agreements, payment requests, necessazy for the completion of the grant project.
