HomeMy WebLinkAboutReso 2012-077RESOLUTION NO. 2012-077 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING BIDS AND AWARDING A CONTRACT FOR THE "TRAFFIC SIGNAL MODIFICATION AT THE INTERSECTION OF SECOND AVENUE AND "E" STREET, (CH' NO. TF378)" PROJECT TO DBX INC., IN THE AMOUNT OF $182,056.65, WAIVING CITY COUNCIL POLICY NO. 574-01 AND AUTHORIZING THE EXPENDITURE OF ALL AVAILABLE CONTINGENCY FUNDS IN AN AMOUNT NOT TO EXCEED $36,411.35 WHEREAS, this project is included in the Capital Improvement Program (CIP) budget to modify the existing traffic signal system at the Second Avenue & "E" Street intersections; and WHEREAS, on April I1, 2012, after a public biding process, the Director of Public Works received six (6) sealed bids for the "Traffic Signal Modification at the intersection of Second Avenue and "E" Street (CIP No. TF378)" Project; and WHEREAS, the Director of Public Works received six (6) bids as follows: NO. Contractor TOTAL BID AMOUNT 1 DBX, Inc. -Temecula, CA $182,056.65 2 Lekos Electric, Inc. - El Cajon, CA $191,299.80 3 Select Electric, Inc. -Spring Valley, CA $194,533.00 4 Republic Intelligent Transportation Services, Inc. -Novato, CA $199,000.00 5 HMS Construction, Inc. -Vista, CA $208,676.00 6 Southwest Traffic Signal Service, Inc. - El Cajon, CA $217,882.15 WHEREAS, the low bid submitted by DBX, Inc. is below the Engineer's estimate of $187,737 by $5,680, or approximately 3.0%; and WHEREAS, staff conducted a detailed check of references provided by the contractor and determined that the contractor has performed their work satisfactorily for those agencies. In addition, DBX, Inc. has satisfactorily performed work for the City of Chula Vista in the past; and WHEREAS, staff has reviewed the low bid and recommends awarding a contract to DBX, Inc. of Temecula, California; and WHEREAS, in order to approve change orders as necessary, staff is requesting City Council waive Council Policy No. 574-01. Resolution No. 2012-077 Page No. 2 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby accept bids and award a contract for the "Traffic Signal Modification at the intersection of Second Avenue and "E" Street (TF378) Project to DBX, Inc. in the amount of $182,056.65; and BE IT FURTHER RESOLVED that the City Council of the City of Chula Vista does hereby waive Council Policy No. 574-01 and authorize the Director of Public Works to approve change orders, as necessazy, and expend all available contingency funds in an amount not to exceed $37,411.35.
