The overall concept of development was approved by the City Council on April 6, 1971. This PUD consists of 44 dwelling units on approximately 5 acres of land zoned R -2-P. Even though the Planning Commission is authorized to approve PUD's, as previously directed, the PUD will be presented to the City Council for information. The tentative map is required to implement the PUD. At its meeting of 10- 12 -71, the City Council deferred action on approving this tentative map for two weeks to allow them the opportunity to take a field trip to view some planned unit developments. The field trip is scheduled for 8:00 A.M. on 10- 23 -71. No. 392 L'� City Ot chda CU Oct CALIFORNIA DEPARTMENT OF PLANNING October 6, 1971 The Honorable Mayor and City Council of the City of Chula Vista Civic Center Chula Vista, California 92010 Subject: PCS -71 -9 Tentative Subdivision Map of Rancho Rios II At the meeting of October 4, 1971, the City Planning Commission considered the tentative map of Rancho Rios II located south of Main Street, north of Otay Valley Road. The map contains 44 units, 5.495 acres and is in conformance with the Planned Unit Development of Rancho Rios II. The Commission recommends approval of the tentative map subject to the following conditions: (1) Main Street and the typical street section for Main Street should be tied in with the existing curb line and right of way lines per RS 1013. (2) The proposed hammerhead turn - arounds at the end of the parking areas are approved as submitted; however, dedication of the alleys is subject to approval of the Director of Public Works and the City Council. (3) A barrier shall be provided along Main Street, which will be either landscaping or a combination of landscaping and chain link fence or masonry wall; the exact details and location to be approved by the Director of Planning and Director of Public Works. (4) Construct sewer manhole at intersection of center entrance to Rancho Rios II and Otay Valley Road. (5) If alleys are dedicated, sewer easements within alleys will not be required. (6) The termination of the alleys shall be changed subject to the approval of the City Engineer so that the alleys can ,�!'�C Honorable Mayor and City Council October 6, 1971 Tentative Map of Rancho Rios II Page 2 be swept with a street sweeper without making it necessary to back up. PUD -71 -6 RESOLUTION OF THE CITY PLANNING COMMISSION APPROVING A PLANNED UNIT DEVELOPMENT Rancho Rios II 4 WHEREAS, a duly verified application for a Planned Unit Development was filed with the Planning Department on September 10, 1971, and WHEREAS, said application requested approval for the development of 5.495 acres located south of Main Street, north of Otay Valley Road, zoned R -2 -P, and WHEREAS, the Planning Commission set the time and place for a hearing on said application and notice of said hearing was given by the mailing of a notice to property owners within 300 feet of the exterior boundaries of the property at least ten days prior to the hearing, and WHEREAS, the hearing was held at the time and place, namely 7 p.m., October 4, 1971, Council Chamber, Civic Center, before the Planning Commission and said hearing was thereafter closed, and WHEREAS, the Commission determined that the proposed development, which consists of 44 two and three bedroom units, contained in one and two story fourplex groupings, with private patio area, storage area, served by two dedicated alleys that stub on central open space, represents a density compatible with the adjacent area. NOW THEREFORE BE IT RESOLVED THAT THE CITY PLANNING COMMISSION approves the granting of an exception from the Code requirement for two car garages to allow one carport and one open space per unit, in addition to guest parking; the adoption of this Planned Unit Development as a precise plan to implement the R -2 -P zoning. Approval of this Planned Unit Development is sub- ject to the following conditions: (1) Approval is conditioned upon the recordation of a subdivision map. (2) A copy of the deed restrictions shall be filed with the City. These restrictions shall prohibit conversion of any parking stalls for other use. (3) The perriittee shall make provision as outlined below, to assure the continued maintenance and operation of all open space and improvements above specified and obtain the City Planning Commission's approval of such provision: The permittee and all persons, firms or corporations owning the property subject to this special use permit at the time of the recording of the final map and their heirs, administrators, executors, successors and assigns shall establish a Homeowners Association which shall have the duty to operate, maintain and repair such open space, facilities and improvements until such time as the operation and maintenance of said recreational facilities and improvements is assumed by some public agency, district, corporation or legal entity approved by the City Planning Commission. In lieu of said Homeowners Association or in combination there- with, the permittee may establish an Open Spcae Facilities and Improvement h4ai ntenance District pursuant to the ordinances of the City of Chula Vista, which district shall have the power to assess the homeowners within the Planned Unit Development and levy such assessment annually to be collected with the tax bill by the County Assessor for such amounts as may be necessary to perform said service by contract with a private maintenance service corporation. (4) The terms and conditions of this Planned Unit Development shall be binding upon the permittee, all persons, firms and corporations having an interest in the property subject to this Planned Unit Devel- opment, and the heirs, executors, administrators, successors and assigns of each of them, including municipal corporation, public agencies and districts. (5) At the time of site plan review the following items shall be included on the site plan: (a) One tot -lot type play area shall be included in the open space area. (b) A system of pedestrian walkways to provide linkage to open space areas and parking areas. (c) 6 additional parking bays adjacent to units that have no relationship to curb parking. (d) Location of all trash areas, transformer pads, and details of a lighting system that illuminates all areas of pedestrian and vehicular circulation, and active recreational areas, to a level of 2 lumens. (e) Lots 77 -80 shall be moved 4 feet to the south or retaining walls shall be utilized to maintain a 5' setback from the toe of the adjacent slope. (f) All slopes in patio areas shall be taken up with retaining walls or eliminated in the final grading plan. (g) The toe and top of all slopes shall be rounded. (6) The entire plan shall be landscaped, a landscaping and irrigation plan shall be submitted to the City's Landscape Architect for approval. The plan shall be subject to the following guidelines: (a) All slopes shall be covered with a variety of ground cover materials. Slopes over 6' in height shall, in addition to the ground cower, utilize a one gallon shrub or tree per 100 sq. ft. of slope area. (b) Level areas (less than 10° slope) shall be covered with a ground cover such as grass to promote recreational use. Two trees shall be utilized for each unit, 10% shall be boxed or containered specimen size, minimum of 15' in height, and the remainder 15 gal. size. A variety of trees shall be utilized, solumnar, wide and medium spreading, etc Additional shrubs shall be used throughout the project in adequate size and number to accent open areas, buildings and screen parking areas. (c) All landscaped areas shall be irrigated with a sprinkler system. (7) The minimum width of access alleys that do not provide back up from any parking spaces shall be 24`.
