BACKGROUND: These two tentative maps were held over from the Council meet-
ing of 10 -5 -71 to give Otay Land Company and Sweetwater Union
High School District an opportunity to settle the question of
the location of the Junior High School site. There is to be
a special School Board meeting on 10- 18 -71. At that time, it
is hoped that the question of school site will be resolved.
If it is determined that a school site can be selected that
will not interfere with the design of the previously approved
Planned Unit Development, these two tentative maps can be ap-
proved; however, if a school site is selected which requires
redesign of the PUD, these tentative maps will also have to be
redesigned and should be disapproved.
The Acting Director of Planning will have a verbal report on
the resolution of the school problem as made at the School
Board meeting on 10- 18 -71.
The Director of Public Works will also provide an oral report
regarding the impact of the County traffic study on the area
subject to these tentative maps. Based on conditions he will
discuss, deferral of the tentative maps should not be
necessary.

SUBJECT: Item No. 17 - El Rancho del Rey Subdivision,
Units No. 1 and 2
At a special meeting of the Sweetwater Union High School Board
of Trustees on Thursday, October 21, 1971, said Board of Trustees
upon advice of Council declined or in fact rejected their pre-
vious preferred selection of Site B as the location of a junior
high school to serve the needs of E1 Rancho del Rey Subdivision,
Units No. 1 and 2.
It was determined that they could not in fact exercise a positive
selection process in the absence of greater knowledge of cost
factors between themselves and the subdivider, and more importantly,
a basic necessity or clearance of the site by the state, which has
not been obtained.
Therefore, the Board of Trustees in effect said to the City Council
you may proceed at your own discretion in either approving or dis-
approving the tentative maps of Units No. 1 and 2 of said subdivision.
Furthermore, in discussions with the County Counsel's office, it was
brought to the attention of this office that even if Site B were
to be the ultimately desired site for the location of the junior
high school, it would not materially affect the design of Units
No. 1 and 2, but that in fact the position of the High School
Board was initially to obtain leverage for acquisition of Site B
by withholding or deferring approval of the tentative subdivision
maps of Units No. 1 and 2 until the issue was resolved.

SUBJECT: Tentative Map - E1 Rancho Del Rey Unit No. 1
(Revised - August 11, 1971)
it is recommended that this map be approved subject to the
following conditions:
STREET IMPROVEMENTS:
1. Developer shall dedicate and improve the north half
of Telegraph Canyon Road for a distance of 200' east
and 200' west of the centerline of the south entrance
road. The section will be based on 126' of right of
way, and will consist of, but not be limited to,
drainage structures, street lights, pavement, curb,
gutter, sidewalk, bicycle route and landscaped median
strip.
2. "H" Street shall be fully improved for the southerly
60'. The section shall consist of, but not be limited
to, a 16' landscaped median, 32' of pavement, 4'
utility easement and an 8' bicycle route.
3. At the present time adequate provision for the
bicycle routes have not been provided. However.,
the location and design of bicycle routes is covered
by the general note that they are subject to the
approval of the City Engineer. The design criteria
to be used shall be that where grades approach 50,
they shall not exceed 5% for 600' and the 5% grade
shall be followed by a maximum of to for 200'.
UTILITIES:
4. The developer shall pay the fee per dwelling unit
prescribed in Resolution No. 6157, adopted August 3,
1971, for connecting to the Telegraph Canyon Trunk
Sewer on a permanent basis.
5. The developer shall pay the following fees for the
sewer connections made to the Telegraph Canyon Trunk
Sewer on a temporary basis.
a. $130.00 per acre for the gross area within. the
subdivision which will ultimately be served by
the Spring Valley Outfall Sewer.

We have a tentative agreement for the purchase of the school
site in the E1 Rancho Del Rey Unit #1. However, the acceptability
of this site cannot be determined until we have completed soils
tests, seismology and geology investigations as required in
accordance with Section 15002.1 of the Education Code.
Should the Council elect to approve the final map, this approval
should be conditioned upon the district having the privilege to
select another site in Unit #1 if the present site is unacceptable.
The preliminary soils tests furnished by the developer gives us
every reason to believe that this site is free of faults or slide
areas, but final testing must be done before approval of this site
can be made by the Department of Education, State of California.

the Municipal Code.
6. Adequate turn arounds shall be provided for the access
roads to the sewer manholes.
7.- Pump Station Maintenance and Operation Costs - The
developer shall pay actual costs incurred by the
City in maintaining and operating sewage pump stations
constructed to serve the subdivision. Such cost is
estimated to be $3,000 per station per year.
The developer shall enter into separate agreement
with the City regarding the precise method of deter-
mining the maintenance and operation costs; time and
payment by the developer; form of guarantee that pay-
ment will be made; and other necessary details.
8. Letters from utility companies will be provided to
eliminate rear yard utility easements.
EARTHWORK, GRADING AND LANDSCAPING:
9. Tree deposits shall be paid in accordance with Ordinance
No. 1001 of the City of Chula Vista, excepting that
deposit shall provide for planting at least 1S gallon
size tree species.
10. All landscaping within the public right of
street trees and the medians for "H" Street
graph Canyon Road, shall be maintained by a

On August 2, 1971, the City Planning Commission considered the
tentative map of E1 Rancho del Rey Unit 1 which had been revised
in accordance with Commission recommendations made at the meeting
of June 21, 1971. This subdivision is located north of Telegraph
Canyon Road and abuts the western boundary of Southwestern College.
The revised map covers an area of approximately 762 acres with a
total of 248 lots, and is included in the approved 300 acre Planned
Unit Development.
The Commission recommends approval of the tentative map for E1 Rancho
del Rey Unit 1 subject to the following:
1. The 48 lots designated as 7,000 sq. ft. (1 -12, 65 -68, 101,
114 -133, 167 -174 and 203 -205) shall be a minimum of 60 ft. wide at
the building setback line and maintained for a distance of 60 ft.
unless specific floor plans are approved by the staff utilizing a
narrower design.
2. Except for cul -de -sacs, the remaining 5,000 sq. ft. lots shall
maintain a minimum width of 50 ft. at the building setback line,
maintained for 60 ft., unless specific floor plans are approved by
the staff utilizing a narrower design.
3. The developer shall understand and agree that in lieu fees for
parks and open space in accordance with the ordinance presently under
consideration and as may be adopted be imposed as a condition of the
final map.
4. The attached conditions imposed by the Division of Engineering.

Subject: PCS -71 -6 - Tentative map of E1 Rancho del Rey Unit 2
On August 2, 1971, the City Planning Commission considered the
tentative map of E1 Rancho del Rey Unit 2, which lies directly
north of Unit 1 abutting Southwestern College and extending to
H Street. This subdivision encompasses 23 acres with a total
of 189 units specifically designed for townhouse development
with various common open areas. The map closely follows the
approved Planned Unit Development plan for the area.
The Planning Commission recommends approval of the tentative
map for E1 Rancho del Rey Unit 2 subject to the following:
1. Boat and storage areas shall be screened with a combination
of solid fencing and landscaping to blend in with the development.
2. The developer shall understand and agree that in lieu fees
for parks and open space in accordance with the ordinance presently
under consideration and as may be adopted be imposed as a condition
of the final map.
3. The attached conditions imposed by the Division of Engineering.

Action on Tentative Map, El Rancho Del Ray Subdivision
Units No. 1 and 2
This office has been informed by the Director of Planning, Bruce
Warren, that the Developer of the El Rancho Del Ray Subdivision has
indicated that action upon the tentative map of the El Rancho Del
Ray Subdivision Units Nos. 1 and 2 has been continued beyond 15
days from the last regular meeting of the City Council at which
time the map was considered and therefore, pursuant to Sections
11552 of the State Subdivision Map Act the map is deemed to be
approved. However, an extension of time may be undertaken as
provided in Section 11553 of the State Subdivision Map Act if
there is mutual consent of the subdivider and the governing body.
It is the opinion of this office that there was mutual consent
on the part of the subdivider and the City Council in light of
the continuing discussions relative to the school site as parti-
cularly evidenced by the letter from the Sweetwater Union High
School District which Council received this evening. If the sub-
divider does, in fact, claim that the maps should be deemed
approved, it is the recommendation of this office that the map
be rejected and filed. Further, I would advise the Council that it
must take action on this date either to approve or deny the tentative
map or obtain a specific statement of consent from the subdivider
and have it entered into the record at this time.
