CITY Oi� CHULA VI %TAI STAF ^ COiVMENTARrF ON AGENDA ITEM NO. 17 CITY C0V.'V "I L 14F,ETING OF, 10 -26 -71 ITEM TITLE: Resolution -- Approving tentative maps of E1 Rancho del Rey Subdivision, Units No. 1 and INITIATOR: Director of Planning ACTION REQUESTED: Approval of tentative maps Copy of Resoluticn ❑ Ordinance ❑ Agreement ❑ Plat ❑ attached BACKGROUND: These two tentative maps were held over from the Council meet- ing of 10 -5 -71 to give Otay Land Company and the Sweetwater Union High School District an opportunity to settle the ques- tion of the location of the Junior High School site. By the Council meeting of 10- 19 -71, this question still had not been resolved, so the maps were held over to this meeting. The School Board had selected a site in the previously approved planned unit development which would have required these maps to be disapproved. The School Board met again on October 21, 1971, and took action which resulted in their rescinding previous action approving any school sites. They had pre - viousl.v approved a site for the Senior High School and Site "B" for the Junior High School. The Council is now faced with the decision of approving or disapproving the tentative maps without any recommendations from the School District. If these tentative maps are to be approved, the following condition should be attached: Prior to the filing of a final map with the Engineering Di- vision, letters must be on file with the Planning Department i indicating that both School Districts have been satisfied J that adequate classroom space will be available for the students coming from this subdivision. The Director of Public Works will also provide an oral report regarding the impact of the County traffic study on the area subject to these tentative maps. Based on conditions lie will discuss, deferral of the tentative maps should not be necessary. See EXHIBITS ❑ No. Exhibits provided with mailing of 10- 15 -71. DEPARTNET, T HEAD RECOMMENDATION: See background comments CITY MANAGES' RECOMMENDATIO,,V : Concur The Honorable Mayor and City Council October 22, 1971 Page Two Since the position of the Board has been completely changed, it is the recommendation of this office that Council take action. If it is Council's desire to approve the tentative maps and proceed, it is requested that the following conditions be added to those already stipulated in the recommendation of the Planning Commission as to said tentative maps: 1. That it is fully understood and agreed by Subdivider that the present alignment of "J" Street may, dependent upon the location of the junior high school site, be modified to accommodate that situation and that the final map should reflect such a re- alignment if it becomes necessary. 2. That the subdivision design may require modification if in fact the Chula Vista City School District does not accept the proposed and designated site for an elementary school within the boundaries of the tentative maps on Units No. 1 and 2. The latter condition is suggested even though it is highly unlikely that any shift or rejection of that site would take place since the Elementary School District has clearly expressed their desire to acquire the site, however, their dealings with the subdivider have not been conclusive. The cost of the site has been fairly well determined but there is still no definite legal description received by the school Board or the Superintendent from the developer. Secondly, the state has not and cannot in the absence of such a legal description give its approval of the site. These contin- gencies are expected to be resolvable in the near future. It is the opinion of this office that the approval of the tentative maps will not materially affect the development of the plans of the P -C zone, however, in the future staff will be far more wary to advance through the Planning Commission and the City Council ten- tative maps where all of the details have not been fully worked up. In conclusion, approval of Units No. 1 and 2 would not appear to in any way act as a detriment to the sound development program. GDL:lgk n % /V August 20, 1971 TO: Bruce H. Warren, Director of Planning FROM: Bill Robens, Assistant Director of Public Works SUBJECT: Tentative Map - El Rancho del Rey Unit No. 1 It is recommended that this map be approved subject to the following conditions. STREET IMPROVEMENTS: 1. Developer shall dedicate the north half of Telegraph Canyon Road and improve the north half of Telegraph Canyon Road, as stated below, for a minimum distance of 200 feet east and 200 feet west of the centerline of the south entrance road. The distance shall be predicated on good engineering design to effect satisfactory transition between the improvements and the existing roadway. The improvements installed by the de- veloper shall consist of 26' of pavement for travel lanes, median curb and gutter for a 16' median, shoulder curb and gutter, parking turnouts as required, shoulder landscaping, drainage structures, street lights and an 8' asphaltic concrete bicycle lane or 5' sidewalk. Improvements will be based on a 126' section shown generally on the typical cross section attached to these recommendations. 2. "H" Street shall be fully improved for the southerly 60 feet. The section shall consist of, but not be limited to, a 16' landscaped median, 32' of pavement, 4' utility ease- ment and an 8' bicycle route. 3. At the present time adequate provision for the bicycle routes have not been provided. However, the location and design of bicycle routes is covered by the general note that they are subject to the approval of the City Engineer. Th-- design criteria to be used shall be that where grades approach 5%, they shall not exceed 5% for 600' and the 5% grade shall be followed by a maximum of 1% for 200 feet. UTILITIES: 4. The developer shall pay the fee per dwelling unit prescribed in Resolution No. 6157, adopted August 3, 1971, for connecting to the Telegraph Canyon Trunk Sewer on a permanent basis. Bruce H. The developer sewer connections made on a temporary basis. shall pay the following fees for the to the Telegraph Canyon Trunk Sewer a. $130.00 per acre for the gross area within the subdivision which will ultimately be served by the Spring Valley Outfall Sewer. b. $30 for each family unit in a building containing not more than three units, or in a building containing any number of units if the units are intended for individual ownership. C. $24 for each family unit containing more than three units where the units are not intended for individual ownership. d. For any other use, the charge shall be established by the Director of Public Works in accordance with Section 26.403, Paragraph B of the Municipal Code. 6. Adequate turn arounds shall be provided for the access roads to the sewer manholes. 7. Pump Station Maintenance and Operation Costs - The developer shall pay actual costs incurred by the City in maintaining and operating sewage pump stations constructed to serve the subdivision. Such cost is estimated to be $3,000 per station per year. The developer shall enter into separate agreement with the City regarding the precise method of determining the maintenance and operation costs; time and payment by the developer; form of guarantee that payment will be made; and other necessary details. 8. Letters from utility companies will be provided to eliminate rear yard utility easements. EARTHWORK, GRADING AND LANDSCAPING: 9. Tree deposits shall be paid in accordance with Ordinance No. 1001 of the City of Chula Vista, excepting that deposit shall provide for planting at least 15 gallon size tree species. 10. All landscaping within the public riaht of way, except street trees and the medians for "H" Street and Telegraph Canyon Road, shall be maintained by a homeowners association. WJR, /b T Bruce H.
