BACKGROUND:
The City Council, by Resolution No. 5276, approved an agree-
ment designating Bryant, Jehle, Jefferies and Philips,
Architects and Engineers, as Engineer of Work to perform
professional services under the Improvement Act of 1911.
This is for the improvement of the alley from E Street to
Davidson Street, between Church and Del Mar Avenues, known
as Assessment District 70 -1, and Arizona Street, east of
Broadway, known as Assessment District 70 -2.
Item (i) of the agreement requires the preparation of the
assessment diagram by the Engineer of Work. Section 5284 of
the Streets and Highways Code stipulates that the City Coun-
cil may, by resolution, provide and direct that the assess-
ment for 1911 Acts be made by the Engineer of Work instead
of by the Superintendent of Streets. Therefore, it is in
order for the City Council to approve such a resolution.

Your office is requested to prepare the necessary [X] Resolution;
[ ] Ordinance; [ ] Agreement; to be presented to the City Council for
action on October 19 , 19 71, on the subject matter.

The City Council, on October 12, 1971, accepted bids and awarded
contracts for the construction of improvements for the alley from "E"
Street to Davidson Street, between Church and Del Mar Avenues,
Assessment District 70 -1, and Arizona Street east of Broadway, Assess-
ment District 70 -2.
Bryant, Jehle, Jefferies and Philips, Engineers of Work, have requested
authorization to proceed with the preparation of the assessment
diagrams for the two districts.
Please prepare a resolution for City Council action directing Bryant,
Jehle, Jefferies and Philips, as Engineers of Work, to prepare
assessment diagrams for Assessment District 70 -1 and Assessment
District 70 -2 instead of the Superintendent of Streets. The assessment
diagrams are to be in accordance with the appropriate sections of the
Improvement Act of 1911, Streets and Highways Code (Sections 5284,
5341 and 5342).
