Cole, Director of Public Works TO: City Attorney ( t SUBJECT: Accepting Bids and Awarding Contract for the Improvement of the Alley, "E" Street to Davidson Street between Del Mar and Church Avenues - 1911 Act Assessment District 70 -1 Your office is requested to prepare the necessary [X] Resolution; [ ] Ordinance; [ ] Agreement; to be presented to the City Council for action on October 12, 1971, 19 , on the subject matter. Supporting information: (Use other side if necessary) On October 1, 1971, at 11:00 A.M. in the Council Chambers, the Direct of Public.Works publicly opened sealed bids for the construction of alley improvements, "E" Street to Davidson Street between Del Mar and Church Avenues in the 1911 Act Assessment District 70 -1. Four bids were received as follows: Pacific Engineers $12,522.00 T. B. Penick & Sons 13,811.94 Sapper Construction Co. 15,292.00 G. Spikes & W. Love Masonry & Cement Contractors 86,500.00 The bids were checked for signatures and bidders bond to accompany each proposal and were found to be properly executed and the bonds sufficient. The proposals were mathematically checked. The bids of Pacific Engineers and T. B. Penick & Sons were found to be correct. The bids of Sapper Construction Company and G- Spikes & W. Love Masonry & Cement Contractors were found to be in error. However, neither of these two contractors were the low bidder so their bids do not affect the awarding of the contract. The bids have been reviewed by Lloyd G. Jefferies, Engineer of Work, and he recommends awarding the contract to the low bidder. A copy of his letter is attached. The low bidder was Pacific Engineers with a bid of $12,522.00. This bid is 0.7% above the engineer's estimate of $12,434.00. It is recommended that the City Council, by resolution, accept the bids and award the contract to Pacific Engineers in the amount of $12,522.00. The resolution should further instruct the City Clerk to record the notice of award in the office of the San Diego County Recorder as specified in Section 5248 of Chapter 9 of the Improvement Act of 1911.
