SUBJECT: Request for authorization and appropriation to attend
HUD Seminar for the Community Development Specialist
As you may recall, in August we forwarded to HUD a nomination for my attendance
at subject seminar. I was informed on Friday, September 17, that I have been
selected as one of 25 nationwide to attend this seminar.
The seminar will be held in Washington, D. C. beginning October 11, ending on
October 22. An estimate of expenses to attend this conference is as follows:

It is necessary that I have Administration and Council action on this matter
at the September 21 meeting because they will not meet on September 28 and a
confirmation of my attendance is required immediately.
I believe this would be a worthwhile seminar and it was recommended to me by
the San Diego office of F.H.A. Attached is information concerning the seminar.

It is a pleasure to welcome you to HUD to participate in the
Seminar for The Community Development Specialist. You will be
one of twenty five participants from various units of the Federal,
State, and Local governments from throughout the nation who are
concerned with formulating new approaches for working together on
the complex: problems associated with Community Development. You
will meet with outstanding leaders in this field who will discuFs
your problems with you as well as some aspects of their own work
as it relates to the issues under discussion. The seminar itself
will be conducted under the direction of Dr. Eugene I. Johnson who
is currently serving as a Professor of Adult Education at the
University of Georgia.
In general seminar sessions will run from 9:00 A.M. to around
4:45 P.M. However ample time will be allowed in between for breaks
and lunch. Although the seminar will not formally convene until
9 :00 A.M. on October 12, 1971, a reception will be given at the
Dupont Plaza Hotel here in Washington from 6 to 8 P.M. on October 11,
1971. All participants and their spouses are cordially invited and
urged to attend. Other than for the reception, there will be no
further scheduling of evening, weekend, or holiday sessions.
Enclosed, in addition to a copy of the seminar schedule, is a form
requesting information about your professional background and current
interests. This information will assist us in focusing upon your
interests and individual needs during the seminar. Please complete
the form and return it to us in the enclosed self addressed envelope.
We are also enclosing a list of Readings as well as other supplen_entary
materials for the seminar.

Please look over and study the material contained in the first
section before the beginning of the seminar. It would also be
helpful for you to glance at as many of the other selections as
your time permits.
This seminar has been specifically designed to focus upon and
serve the needs and interests of the participants. We hope to
accomplish this - through the active and continual participation
by seminar members in such things as team projects, simulations,
field trips and through many other techniques which we think you
will find both stimulating and individually rewarding.
We ask that you please arrange for your own living accomodations
while attending this seminar. A list of Washington hotels within
easy commuting distance of the HUD building, located at 451 7th
Street, S.W. is enclosed to assist you in making the necessary
arrangements in advance of the starting date of the first session.
The seminar will officially convene at 9:00 A.M. on October 12,
1971, in room 2251 of the Departmental Training Center, located on
the second floor of the HUD building.
I am looking forward to meeting and speaking with you at the
opening reception on October 11, 1971.

ized by the attached resolution can be incurred without
the violation of any of the provisions of the Charter of
the City of Chula Vista, or the Constitution or the laws

sufficient monies to meet the obligations of the contract
are actually in the Treasury, or are anticipated to come
