Cole, Director of Public Works TO: City Attorney SUBJECT: Appropriating Funds for the Removal of Traffic Island on Broadway between H and I Streets Your office is requested to prepare the necessary [X] Resolution; [ ] Ordinance; [ ] Agreement; to be presented to the City Council for action on September 14 , 19 71, on the subject matter. Supporting information: (Use other side if necessary) The City Council, at their.regular meeting on September 7, 1971, accepted bids and awarded the contract to Perry Electric for the installation of a signal system for the intersection of Otay Lakes Road and Allen School Lane in the amount of $8300. This contract includes the removal of the crosswalk and all appurtenant facilities located on Broadway between H and I Streets. The cost of this work is $1600. On August 19, 1971, a memo to the City Manager indicated that the cost of removing the crosswalk and facilities cannot be financed from Gas Tax funds. It will therefore be necessary to appropriate the cost of this work from the unappropriated surplus of the General Fund. Prepare a resolution for Council action appropriating $1600 from the unappropriated surplus fund to cover this expenditure. Attachments: Originating Dept. Amount Not to Exceed $ Date Fund Purpose Bidder Finance Officer The City of Chula Vista M_ Dept. /Activity Certificate No. l� August 19, 1971 TO: John Thomson, City Manager VIP.: Bob Bourcier, Assistant City Manager FROM: Bill Robens, Assistant Director of Public Works SUBJECT: Request for Authorization to Call for Bids for the Removal of the Traffic Signal on Broadway Between H and I Streets and the Installation of Traffic Signals at Otay Lakes Road and Allen School Lane AGENDA ITEM -- August 24 On July 21 the City Council approved staff recommendation to utilize existing materials from the pedestrian crosswalk on Broadway between H and I Streets in the installation of traffic signals at Otay Lakes Road and Allen School Lane. This request is for authorization to call for bids for this construction and the additional total removal of the traffic island and other traffic equipment on Broadway between I1 and I Streets. The City had been requested by they school authorities and the residents in the vicinity of Otay Lakes Road and Allen. School Lane to conduct a study at this intersection to ascertain whether or not traffic signals were warranted. Otay Lakes Road is the major route to Southwestern College, has an ADT of 8200, is rural in character and has a 45 MPH posted speed limit from Bonita Road to the Chula Vista city limits. The intersection is posted school crossing that is controlled by school crossing guards. Approximately 42 grammar school children cross Otay Lakes Road to the Allen School from the residential development to the east. In addition, there are special illuminated school signs on Otay Lakes Road, north and south of Allen School Lane, that are programmed to operate during the period when pupils are going to or coming from school. These signs have the legend "Speed Limit 25 MPH when flashing." Our survey revealed that the intersection warranted signal - ization based on the interruption of continuous flow criteria. This warrant states that at rural intersections there must be a minimum entering flow for the peak 8 hours of the day of 500 vehicles. In addition, the combined vehicular and pedestrian flow entering from the minor street must average 50 and the average vehicular speed on the major street :rust exceed 35 MPH. t1 � t -2- The total flow entering for the peak 8 hours averages 721, the minor flow is 63 and the average speed on Otay Lakes Road is 38 MPH. This will be a semi - actuated signal with the indication staying continuously green on Otay Lakes Road until a vehicle approaching on the minor sends an actuation to the controller. In addition, there will be pedestrian indications controlled by push buttons that will facilitate the pedestrian movement across Otay Lakes Road. Some of the equipment that will be used on this project will be salvaged from the signalized crosswalk on Broadway between H and I Streets, which will be removed. The estimated cost of the signal installation will be $6600 and can be financed with 2106 Gas Tax funds. The cost for the removal of the existing signal on Broadway, between H and I Streets is $1100, which will be financed from the unappropriated surplus of the General Fund. It is requested that Council authorize the call for bids for the removal of the traffic signal on Broadway between H and I Streets and the installation of traffic signals at Otay Lakes Road and Allen School Lane.
