Cole, Director of Public Works TO: City Attorney SUBJECT: Administrative Authority to Approve Change Orders - Tennis Courts at Southwestern College Your office is requested to prepare the necessary [X] Resolution; [ ] Ordinance; [ ] Agreement; to be presented to the City Council for action on September 14 , 19 71, on the subject matter. Supporting information: (Use other side if necessary) On August 17, 1971, the City Council approved the award of contract for the tennis courts at Southwestern College by Resolution No. 6167. As the work progresses on the tennis courts, and for that matter on any project of this magnitude, conditions develop which are not covered by the plans or are covered but should be changed to carry out the concept of the project. The specifications indicate that all change orders must be approved by the owner and in this case, the City Council acts for the City, which is the owner. Needless to say, some changes are minor, can be made at no cost and should be accomplished without processing through the City Council. Likewise, some changes must be made to carry out the scope of the work, which have been omitted from the plans. It is therefore requested that the City Council authorize the pro- cessing of change orders for subject project, with the Director of Public Works being authorized to sign change orders in behalf of the City, under the following conditions. 1. All change orders must be processed according to the specifications. 2. Basic requirement that the change order does not alter the scope of the project and: (a) No change in the contract price. (b) Change order necessary because of omission in plans. Chang in contract price not to exceed $1,000. (c) Total change in contract price for all change orders not to exceed $1600 total. (This is within the appropriated amount (d) Emergency change required by architect. Price to be negotiated. Attachments: Originating Dept. No. E -128
