HomeMy WebLinkAboutReso 1968-4809 RESOLUTION NO. 4809 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AND ADOPTING AMENDMENTS TO RULE II OF THE CIVIL SERVICE RULES AND REGULATIONS The City Council of_ the City of Chula Vista does hereby resolve as follows: GdHEREAS, the City Council of the City of Chula Vista has annually, upon the recommendation of_ the Civil Service Commission, amended those sections of Rule II of the Civil Service Rules and Regu- lations which establish a classification and compensation or salary plan and assign ranges of compensation for all classified employees in the service of the City, and WHEREAS, the Civil Service Commission has heretofore sub- mitted a Classification and Compensation Plan for the Fiscal Year 1968-69, and WHEREAS, the Civil Service Commission has heretofore recom- mended certain changes in said Rule II of the Civil Service Rules re- lating to advancement within range, and. WHEREAS, the City Council has reviewed said Classification and Compensation Plan for the Fiscal Year 1968-69 and the recommended amendments to said Rule II and concurs with the recommendations set forth herein. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that the Classification and. Compensation Plan for the Fiscal Year 1968-69, a copy of_ which is attached hereto and by this reference made a part hereof be, and the same is hereby approved and adopted, and Rule II of_ the Civil Service Rules and Regulations is hereby amended to reflect such revisions. BE IT FURTHER RESOLVED that the ~°rsonnel Officer be, and he is hereby directed to cause such changes and modifications to be in- corporated in the Rules and Regulations of the Civil Service Commission. AT~n; City Clerr~~ ...._ k- ~~~C;~ RULE II .AyIENDED CLASSIFICATION AND COMPENSATION PLAPJ FISCAL YEAR 1968-69 CITY OF CHULA VISTA r,ALIFORNIA As Amended Effective July 1, 1968 THE SALARY PLAN This salary plan has the following characteristics: 1. Each salary range consists of five steps. 2. The increase from one step to the next step in each salary range is 5%. 3. A difference of 212X exists between each salary range. 4. Salary ranges are both Lower and higher than any of those recommended for any existing class. These are included to make it possible to shift the entire plan upward or downward as conditions may require and to adjust each employee automatically to his same relative step in the new salary range. Salary advancement for each. employee shall not be automatic, but shall depend upon the increased value of an employee to the City, as reflected by the recommendations of his supervisor and his department head, and all other pertinent evidence. The success of the salary plan depends upon incentives which will encourage employees to put forth increasing efforts as they advance through the salary steps of the salary range. The steps of the salary range shall be interpreted and applied as follows in conjunc- tion with Section 5 of this rule. The second, third, fourth and fifth salary steps are incentive adjustments to encourage an employee to continue to improve his work: 1. The first salary step is the minimum rate and will normally be the hiring rate. Appointment may be made to other than the normal entering salary step upon the recommendation of the department head and the Director of Personnel and upon the approval of the Chief Administrative Officer, when it is decided that such action is in the best interests of the City. 2. The second salary step: Six months of satisfactory service normally shall make an employee eligible for consideration for this salary advancement. This salary advancement shall be made only if recommended by the department head and the Director of Personnel and if approved by the Chief Administrative Officer. 3. The Third salary step: Six months of satisfactory service at the second salary step normally shall make an employee eligible for consideration for this salary advancement. This salary advancement shall be made only if recom- mended by the department head and the Director of Personnel and if approved by the Chief Administrative Officer. 4. The fourth salary step: One year of satisfactory service at the third step normally shall make an employee eligible for consideration for this salary advancement. This salary advancement shall be made only if recommended by the department head and the Director of Personnel and if approved by the Chief Administrative Officer. 5. The fifth salary step: One year of satisfactory service at the fourth step normally shall make an employee eligible for consideration of this salary advancement. This salary advancement shall be made only if recommended by the department head and the Director of Personnel and if approved by the Chief Administrative Officer. All rates shown, and conditions set forth herein, are in full payment for services rendered and are intended to cover full payment for the number of hours now regu- larly worked in each class. Employees engaged for less trap full time should be paid a proportionate part of these salaries, or by an hourly rate of pay that falls within these ranges.
