RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
ESTABLISHING A POLICY RELATING TO THE DISPLAY OF THE FLAG
OF THE UNITED STATES OF AT~ERICA AT HALF-N~AST AS A "SARK OF
RESPECT
The City Council of tYle City of Chula Vista does hereby resolve
as follows:
WHEREAS, the United States Government, in Public Law 829 adopted
in 1942, has prescribed the following speoific regulations for flying the
Stars and Stripes at half-mast as a mark of respect in the event o.f. the
death of the governor o_f_ a state:
"In case of the death of a governor of a state, territory
or possession, the flag shall be at half-staff on all ships
and stations in such state, territory or possession from
day of death until interment."

WIiER.EAS, said Public Law 829 provides that the Commander in
Chief of the Army and Pdavy may prescribe additional rules with respect
thereto to be set forth in a proclamation, as follows:
"Any rule or custom pertaining to the display of the flag
of the U.S.A., as set forth in Public Lace 829, may be
altered, modified or repealed, or additional rules with
respect thereto may be prescribed, by the Commander in
Chief of the Army anal ~davy of the U.S., whenever he deems
it to be appropriate or desirable; and any such alteration
or additional rule shall be set forth in a proclamation."
and
WHEREAS, on March 1, 1954, President Dwight Eisenhower, by
proclamation, established the following rules:
"The flag should fly at half_-mast for:
1. Thirty days from the day of death of a President or former
President.
2. Ten days from the day of deatYi of a vice-president, Chief
Justice or retired Chief Justice of_ the United States, or a
Speaker of the Fiouse of_ Rex~resentatives.
3. From the day of death until interment f_or an associate
justice of the Supreme Court, a member of the Cabinet, a
former vice-president, or the secretaries of the Army,
Iv'avy, and Air Force.
4. On the day of death and on the following day for a United
States senator, representative, territorial delegate, or
resident commissioner of Puerto Rico - within the metro-
politan area of the District of Columbia; on the day of
death until interment within -.he state, congrPssi.onal
d.istri.ct, territory, or commonwealth. The latter pro-
vision also applies to the death of a governor•of a state,
territory or possession."
and
6tiHEREAS, the City Council of the City of Chula Vista wishes to
adopt a uniform policy to direct and authorize the Chief Administrative
Officer to display the .flag at half-mast as a mark o.f respect in the
event of_ the death of certain persons.

NOW, THEREFORE, BE IT RESOLVED by the City Council of_ the City
of Chula Vista that the Chief Administrative Officer be, and he is hereby
directed and authorized to display the flag of the United States of
America at half-mast in accordance with the rules set forth hereinabove
and at such times as the President of the United States, the Governor or
the State of California or the Mayor of the City of_ Chula Vista may, by
proclamation, prescribe such action.
