The City Council approved contracting with Matrix Consulting Group to conduct a Police
Department Patrol Staffing Study and Management and Organizational review. Representatives
from Matrix Consulting Group and the Police Department will provide an interim oral report to
the City Council on phase one ofthe study regarding patrol division staffing.
ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for compliance with the California Environmental
Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined
under Section 15378 of the State CEQA Guidelines because it will not result in a physical
change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA
Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary.

That Council receive the oral presentation ofthe report.

DISCUSSION
On February 28th, 2011, the City Council approved a contract with Matrix Consulting Group
to conduct a Police Department Patrol Staffing Study and Management and Organizational
review. The study was bifurcated into two phases: the first phase is a study of the current

patrol staffing levels; the second phase of the study will take an overall look at the Police
Department organization and management structures, with an emphasis on identifying "best
practices" and efficiencies, appropriate organizational structure and supervisory span-of-
control, and make recommendations regarding staffing levels in each of the divisions of the
Police Department.
Representatives from Matrix Consulting Group will present their initial findings from phase
one of the report. This will include an overview of the study, the methodology utilized, a
discussion regarding proactive time and its importance for policing strategies, and the interim
recommendations. Staff from the Police Department will present information regarding
current staffing levels, projections ofstaffing levels over the next year, implementation ofthe
recommendations from Matrix Consulting (including potential costs), and long-term strategic
objectives.
Staffwill return at the completion ofthe entire study with an overview ofthe second phase of
the study, as well as a final report. Staff anticipates the final report to be completed by the
end of August, 2012.
DECISION MAKER CONFLICT
Staff has determined that the action contemplated by this item is ministerial in nature and
does not require the City Council members to make or participate in making a governmental
decision, pursuant to California Code of Regulations section 18702.4(a). Consequently, this
item does not present a conflict under the Political Reform Act (Cal. Gov't Code § 8'7100, et
seq.).
CURRENT YEAR FISCAL IMPACT
The information in this report does not seek any decisions by the City Council at this time.
The total cost to perform this study is $75,000, and is already included in the Fiscal Year
2012 budget.
ONGOING IMPACT
The ongoing fiscal impact of any decisions based upon this report are unknown at this time,
and will be detailed should the City Council choose to make changes to the FY 2013 base
line budget during the budget adoption process.
