RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AN APPLICATION FOR GRANT FUNDS FROM THE COUNTY OF SAN DIEGO NEIGHBORHOOD REINVESTMENT PROGRAM FOR THE CONSTRUCTION OF A MULTI-USE RECREATIONAL TRAIL BRIDGE AND AUTHORIZING THE ASSISTANT CITY MANAGER/DEVELOPMENT SERVICES DIRECTOR AS AGENT TO CONDUCT ALL BUSINESS MATTERS FOR THE COMPLETION OF THE GRANT PROJECT. Public agencies may apply to fund programs and projects that benefit the community and enhance the region's quality of life. The proposed Centennial Greenbelt Signage Program grant application requests approximately $52,000 to provide for the production and installation of trail markers along the 21 miles of existing trails within the City's Greenbelt. The markers will allow users to cleazly navigate the system of trails as they traverse the Greenbelt. Trails within the 16-1 May 22, 2012, Item ~~ remaining 7 miles of Greenbelt are still under planning and will be added to the system in the future. In addition, a sepazate grant application to the County under the same grant program would request $150,000 in construction only funding to build amulti-use trail bridge across an existing drainage channel north of the intersection of Bonita Road and Otay Lakes Road. This bridge would provide a critical link to the multi-use trail that encircles nearly all of the Chula Vista Municipal Golf Course and Rohr Park. Further, the grant application would include a provision that would allow the City to simultaneously bid the construction of all or a portion of a well-defined decomposed granite (DG) trail along the south edge of the golf course parking lot, as an additive alternative bid item, between the new bridge and the terminus of the existing trail (which is approximately 60o feet west of the bridge) should sufficient funds be available upon opening bids for the multi-use bridge. The proposed resolutions, if approved, would authorize the submittal of two separate grant applications to the County of San Diego under its Neighborhood Reinvestment Program for the Centennial Greenbelt Signage Program and for the Multi-Use Trail Bridge. The resolutions would further authorize the Assistant City Manager/Development Services Director as agent to conduct all business matters for the completion of the grant projects, all in compliance with City procurement procedures. ENVIRONMENTAL REVIEW The Development Services Director has reviewed the proposed project consisting of the Centennial Greenbelt Signage Program for compliance with the California Environmental Quality Act (CEQA) and has determined that this project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301(c) [Existing Facilities] because the trails are existing facilities and this project calls for no expansion of the existing trail system. The Development Services Director has also reviewed the proposed project consisting of the procurement of grant funds for the construction of a multi-use recreational trail bridge and decomposed granite trail within a developed city pazk for compliance with CEQA and has determined that this project qualifies for a Class 3 Categorical Exemption pursuant to Section 15303 [New Construction or Conversion of Small Structures] of the State CEQA Guidelines because the proposed multi-use recreational trail bridge and decomposed granite trail consist of small facilities to be constructed within an existing public park and that the proposed project will not result in damage to scenic resources, trees, historic buildings, rock outcroppings or similar resources, nor will it impact sensitive environmental resources, nor is it near hazardous waste sites, nor will it create hazardous substances. Thus, no further environmental review is required. RECOMMENDATION That the City Council approve the resolutions. BOARDS/COMMISSION RECOMMENDATION Not applicable 16-2 May 22, 2012, Item ~~ DISCUSSION Originally envisioned in the City's 1989 General Plan, the Chula Vista Greenbelt is a 28- mile open space, park and trail system that extends through the Otay Valley, Otay Reservoirs, Sweetwater Valley and the Bayfront, and traverses the jurisdictions of the City of Chula Vista, the County of San Diego, the City of National City, and the City of San Diego. This unique and distinguishing Greenbelt is important to the quality of life of our diverse community by providing for urban relief, natural resource management, and recreational opportunities. Since 1989, much of the azea has been secured as permanent open space and approximately 21 miles of trails within the Greenbelt aze implemented today. The network of multi-purpose trails provides opportunities for improved health, increased fitness, convenient access to the outdoors, and a diversified selection of recreational opportunities. The proposed Centennial Greenbelt Signage Program project will implement a signage program that will guide the trail user throughout this unique resource by allowing trail users the ability to make connections via signage to the larger system, and public awazeness that this network of trails traverses several jurisdictional boundaries. (See Attachment 1). In recognition of the City's Centennial year, the signs will include a Centennial Greenbelt logo. A significant element of the Greenbelt trail system is the multi-use trail that encircles the City's Municipal Golf Course and Rohr Park. This multi-use trail is very populaz and well used by residents of both Chula Vista and the County. However, one segment of this trail remains incomplete and is not ADA-compliant. C~u-rently, trail users must use the golf course parking lot and the Bonita Road sidewalk, rather than awell-defined trail to connect to the existing ends of the trail adjacent to the north side of Bonita Road. The proposed grant application to the County of San Diego would request construction funding to build a bridge across an existing drainage channel north of the intersection of Bonita Road and Otay Lakes Road. Proposed Work Under the Grant Centennial Greenbelt Signage Proms The proposed signage grant application would cover the costs of final design and production of the trail markers, any necessary pernutting, and associated installation costs. The total proposed project costs aze anticipated not to exceed $52,000.00, generally distributed as follows: 1. $ 23,760 for design and production of trail markers 2. $ 8,800 project management (staff) 3. $ 14,700 for installation of the trail markers 4. $ 4720 10% contineency $ 51, 960 Total 16-3 May 22, 2012, Item Notification of award of the grant will occur sometime in mid-June 2012. If awarded, staff anticipates entering into the grant agreement with the County and commencement of the project in mid to late July 2012. It is a requirement of the grant that the project be completed within one year of the grant awazd. Each one of the trail mazker signs will have the Centennial Greenbelt logo, a jurisdictional logo (which will vary upon the segment jurisdiction or authority that the marker is located within), and the "trail" name of each segment on which the marker is located. The proposed versions of the trail markers aze presented in Attachment 2. Each of those have been alpha- keyed (A-E), and shown on the Greenbelt map (Attachment 1) as to where they would be placed. Staff has obtained concurrence from each of the participant jurisdictions/authorities on the trail marker sign design and location, and will continue coordination with each for installation of the trail marker signs. Multi-Use Trail Bride The proposed grant application would cover the costs of construction of the Multi-Use Trail Bridge and, funding permitting, all or a portion of the missing trail between the new bridge and the terminus of the existing trail approximately 600 feet to the west. The estimated construction cost for the bridge, including contingencies, is $150,000. The bridge's design is by the County's engineering consultant, Dudek & Associates. City staff has worked with County and Dudek staff in establishing design criteria and will review and approve design plans for the bridge. A Notice to Proceed has been issued to Dudek for the bridge design. City staff will perform plan review, prepare bid documents, perform construction surveying staking, perform inspections, and manage the construction contract. City staff services would be identified in the grant application as "in-kind" contributions to the project; these costs would be absorbed under the Department of Public Works' FY 2011- 12 and FY 2012-3 operating budgets. Notification of award of the grant will occur sometime in mid-June 2012. If awarded, staff anticipates entering into grant agreements with the County and commencement of both projects in mid- to late-July 2012. It is a requirement of the grant programs that the projects be completed within one year of grant award. Grant Approval Process The grant application is due to the County Office of Financial Planning (OFP) by June 6`h and will be considered by the County Board of Supervisors on June 19, 2012. The Council resolution for this grant authorizes staff to apply for the grant, and appoints the Assistant City Manager/Director of Development Services, as agent to conduct all negotiations, execute and submit all documents (including but not limited to applications, agreements, and payment requests) as may be necessary for completion of the grant project. Staff anticipates submitting for the grant June 6th and will be notified of the Board's decision after the June 19, 2012 Board of Supervisors meeting. 16-4 May 22, 2012, Item Staff has reviewed the property holdings of the City Council members and has found no property holdings within 500 feet of the boundaries of the property which is the subject of this action CURRENT FISCAL YEAR IMPACT Staff time associated with completing the grant agreements and related efforts, should the City be awazded the grants (which would occur in mid-June 2012), can be met within the Development Services and Public Works Departments' approved FY2011-12 budget. There are no additional impacts to the General Fund this fiscal yeaz as there is no grant work anticipated to occur until Fiscal Year 2012 -13. ON-GOING FISCAL IMPACT It is anticipated that all direct project-related costs associated with the Greenbelt Signage Program will be recovered through the Neighborhood Reinvestment Program grant funds. This currently includes $8,800 of staff time associated with coordinating and overseeing the grant work. The trail mazker design and production, permitting and installation work will be accomplished through services to be contracted with grant funds. Should the City be awazded the grant, the Development Services Department would return to Council to accept the grant and amend the FY 2012-13 budget to incorporate costs and revenues associated with implementing the grant. It is proposed that all City staff costs associated with the Multi-Use Trail Bridge's bidding and construction be funded out of the Public Works Department's FY 2012-13 operating budget and be treated as an "in-kind" contribution to the project It is anticipated that this would result in as much as a $35,000 impact to the General Fund as there would be a potential reduction in Capital Improvement Program reimbursements/ revenues. After completion, average annual maintenance cost is expected to be under $1,000. The Neighborhood Reinvestment grant program requires that grant funds be spent within one yeaz of execution of the grant agreement Staff anticipates that maintenance costs will be minimal, and can be accomplished without additional staff or materials as several replacements for each mazker type will be produced as part of this program. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AN APPLICATION FOR GRANT FUNDS FROM THE COUNTY OF SAN DIEGO NEIGHBORHOOD REINVESTMENT PROGRAM FOR A CENTENNIAL GREENBELT SIGNAGE PROGRAM AND AUTHORIZING THE ASSISTANT CITY MANAGER/DEVELOPMENT SERVICES DIRECTOR AS AGENT TO CONDUCT ALL BUSINESS MATTERS FOR THE COMPLETION OF THE GRANT PROJECT WHEREAS, the County Neighborhood Reinvestment Program provides grant funds to County departments, public agencies, and to non-profit community organizations for one-time community, social, environmental, educational, cultural or recreational needs; and WHEREAS, public agencies may apply to fund programs and projects that benefit the community and enhance the region's quality of life; and WHEREAS, multi-purpose trails provide for improved health, increased fitness, convenient access to the outdoors, and a diversified selection of recreational opportunities; and WHEREAS, the City recognizes that the twenty-eight (28) mile City of Chula Vista Greenbelt is important to the quality of life of a diverse community; and WHEREAS, the City of Chula Vista Greenbelt is comprised of a variety of natural and park like elements all connected by a multi-use trail system; and WHEREAS, twenty-one (21) miles of trails currently exist within the Greenbelt; and WHEREAS, trail users will benefit from a consistent, unique trail marker program that identifies the Greenbelt and guides the trail user along these 21 miles of trails; and WHEREAS, the grant application encompasses costs for the final design, production, and installation of approximately 75 Centennial Greenbelt trail marker signs and staff costs to administer the grant; and WHEREAS, as Applicant, the City, if awarded the grant, will enter into an agreement with the County of San Diego Office of Financial Planning (OFP) to carry out the project within one year of the grant award; and 16-10 Resolution No. Page 2 WHEREAS, The Development Services Director has reviewed the proposed project for. compliance with the California Environmental Quality Act (CEQA) and has determined that the project (installation of trail markers in the existing Greenbelt Trails) qualifies for a Class 1 categorical exemption pursuant to Section 15301 (c) (Existing Facilities) of the State CEQA Guidelines because the trails are existing facilities and the Project calls for no expansion of use of the trail system. BE IT FURTHER RESOLVED that the City Council does hereby appoint the Assistant City Manager/Development Services Director or designee, as agent to conduct all negotiations, execute and submit all documents including, but not limited to applications, agreements, payment requests, necessary for the completion of the grant project. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AN APPLICATION FOR GRANT FUNDS FROM THE COUNTY OF SAN DIEGO NEIGHBORHOOD REINVESTMENT PROGRAM FOR THE CONSTRUCTION OF A MULTI-USE RECREATIONAL TRAIL BRIDGE AND AUTHORIZING THE ASSISTANT CITY MANAGER/DEVELOPMENT SERVICES DIRECTOR AS AGENT TO CONDUCT ALL BUSINESS MATTERS FOR THE COMPLETION OF THE GRANT PROJECT WHEREAS, the County Neighborhood Reinvestment Program provides grant funds to County departments, public agencies, and to non-profit community organizations for one-time community, social, environmental, educational, cultural or recreational needs; and WHEREAS, public agencies may apply to fund programs and projects that benefit the community and enhance the region's quality of life; and WHEREAS, multi-purpose trails provide for improved health, increased fitness, convenient access to the outdoors, and a diversified selection of recreational opportunities; and WHEREAS, the City recognizes that the twenty-eight (28) mile Chula Vista Greenbelt is important to the quality of life of a diverse community; and WHEREAS, the Chula Vista Greenbelt is comprised of a variety of natural and park like elements all connected by a multi-use trail system; and WHEREAS, a significant element of the Greenbelt trail system is the multi-use trail that encircles the City's Municipal Golf Course and Rohr Park; and WHEREAS, this multi-use trail is very popular and well used by residents of both Chula Vista and the County; and WHEREAS, one segment of this trail is incomplete from the drainage channel north of the intersection of Bonita Road and Otay Lakes Road; and WHEREAS, completion of said segment will require building a bridge across said channel and the installation of decomposed granite (DG) trail paving along the south edge of the golf course parking lot; and WHEREAS, it is desirable to build said bridge and to complete the multi-use trail to meet the communities needs and to comply with Americans with Disabilities Act (ADA); and WHEREAS, trail users will benefit from the completion of the multi-use trail; and 16-12 Resolution No. Page 2 WHEREAS, the grant application includes costs for the construction of a prefabricated bridge across the drainage channel and, if sufficient funds are available, the completion of all or a portion of the DG trail between the bridge and a point approximately 600 feet to the west; and WHEREAS, the County of San Diego has retained the services of Dudek & Associates to design the bridge and appurtenances; and WHEREAS, if the City is awarded the grant, the City will prepaze bid documents and bid out the bridge and trail project, administer the construction contract, provide construction staking services, and perform inspections at City cost ("in-kind" contribution); and WHEREAS, as Applicant, the City, if awarded the grant, will enter into an agreement with the County of San Diego Office of Financial Planning (OFP) to carry out the project within one yeaz of the grant award; and WHEREAS, the Development Services Director has reviewed the proposed project consisting of the procurement of grant funds for the construction of a multi-use recreational trail bridge and decomposed granite trail within a developed city park for compliance with the California Environmental Quality Act (CEQA) and has determined that this project qualifies for a Class 3 Categorical Exemption pursuant to Section 15303 [New Construction or Conversion of Small Structures] of the State CEQA Guidelines because the proposed multi-use recreational trail bridge and decomposed granite trail consist of small facilities to be constructed within an existing public park and that the proposed project will not result in damage to scenic resources, trees, historic buildings, rock outcroppings or similar resources, nor will it impact sensitive environmental resources, nor is it near hazardous waste sites, nor will it create hazardous substances. Thus, no further environmental review is required. NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby authorize submittal of the Neighborhood Reinvestment Program grant application to the County of San Diego for the Multi-Use Recreational Trail Bridge Project. BE IT FURTHER RESOLVED that the City Council does hereby appoint the Assistant City Manager/Development Services Director or designee, as agent to conduct all negotiations, execute and submit all documents including, but not limited to applications, agreements, payment requests, necessary for the completion of the grant project.
