HomeMy WebLinkAboutReso 1968-4990RESOLUTION PdO. 4990 RESOLUTION OF TF3E CITY COUNCIL OF THE CITY OF CHULA VISTA, REVISING THE STANDARD SPECIFICATIONS AND DRAGdINGS TO COVER THE CONSTRUCTION OF PUBLIC IMPROVE- MENTS IN THE CITY, AS APPROVED BY RESOLUTION NO. 4712 The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, by Resolution No. 4712, adopted on the 5th day of March, 1968, the City Council of the City of. Chula Vista approved and adopted certain standard specifications and. drawings, with the exception of Standard Drawing No. 101, "Typical Street Sections", to cover the construction of public improverlents in the City of Chula Vista, and WHEREAS, said Drawing No. 101, "Typical Street Sections" has now been expanded to three drawings, numbered lOlA, lOlB and lOlC, to reflect the revisions and additions to said original drawing, and WHEREAS, the Director of Public Works has also recommended that five new drawings be included in said standard specifications, as follows: Drawing~-No. 219 related to steel reinforcement; Drawings No. 220A a~?d 220B, related to a new curb inlet design; and Drawings No. 417A and 417B providing f_or the direct burial of street light foundations, and has further recommended that certain of the dra~~aings approved by Resolution No. 4712, as set forth on Exhibit "A" attached hereto and made a part hereof by reference, be modified slightly, and TnIHEREAS, certain other minor revisions and modifications to clarify and simplify said standard specifications, as set forth in Exhibit "B" attached hereto and made a part hereof by reference, have also been recommended by the Director of Public GVorks. NO6V, THEREFORE, BE IT RESOLVED that those certain standard specifications and drawings adopted and approved by Resolution No. 4712 on the 5th day of March, 1968 be, and the same are hereby amended by including therein Drawings No. lOlA, lOlB and lO1C, all related to typical street sections, and new Drawings No. 219, 220A, 2208, 417A and 4178, as set forth in Exhibit "A" attached hereto and made a part hereof, copies of which are on file in the office of the Director of Public Works and in the office of the City Clerk. BE IT FURTHER RESOLVED that said standard specifications and drawings are further amended by the revisions of certain drawings as set forth in Exhibit "A" attached hereto, and by those revisions set forth in Exhibit "B" attached hereto and made a part hereof by reference. ' EX~:'IBIT "b" REVISIONS TO ADOPTED ON MARCH 5, 1-03. CONTRACTOR: THE STANDARD SPECIFICATIONS BY T~-iE CITY COUNCIL 1968, BY RESOLUTION 4712 The person, firm, or corporation performing work in the public right-of-way whether under contract to the City or to private individuals, firms, or corporations. In the case of_ subdivisions, the subdivider will be considered as being the contractor. (A new section) 1-11. WOP.K AND/OR METHODS NOT OTHER~JISE SPECIFIED: Wherever these specifications and the Special Provisions are in- sufficient or inappropriate to the work to be done, the State Standard Specifications shall be regarded as controlling in terms of material characteristics and construction methods. In anv instance, where one of several materials and/or methods, as set forth in the State Standard Specifications is applicable, the Engineer shall determine which is to be utilized. 5-01. LAWS TO BE OBSERVED: The Contractor shall keep himself fully informed and comply with all existing State laws and all Municipal Ordinances and Regulations of the City which in any manner affect those engaged or employed in the work, or the materials used in the work, or which in any way affect the conduct of the work, and all such orders and decrees of bodies or tribunals having any jurisdiction or authority over the same. Resolution 3077 requires that all underground work be completed prior to the street being surfaced. 5-12. DUST CONTROL: The Contractor shall obtain all water used for dust control and shall furnish, maintain and use such dust control equipment as may be necessary to protect adjacent property from nuisance caused by dust from any of the operations of the Contractor and he shall be liable for any damage caused by said dust due to negligence in the use of said dust-controlling equipment. (A new section) 6-11. WATER: All water used for dust control, compaction, or in placing base material and curing of concrete, and furnishing watering equipment shall be considered as included in the various items of work. -2- 8-08. BITUMINOUS SEALS: (1) (2) Type A Seal Coat: Type A seal coat shall consist of a high viscosity type emulsion (RS-1 or an equal approved by the Engineer) conforming to Section 94 of the Standard Specifications, State of California dated July 1964. PAVENTENT REPLACEMENT: Base material shall be replaced with Class 2 aggregate base con- forming to Section 7 of these specifications before placing the permanent pavement. Portland cement concrete may be used as base material when permitted by the Engineer. The base material shall be 6-sack concrete 5" in thickness and covered by a 1-1/2" thickness of asphaltic concrete. When Portland cement concrete is used as base material, temporary resurfacing and the minimum of one Greek waiting period will not be required. The asphaltic concrete shall not be placed on the Portland cement concrete until the next day. 13-04. EXCAVATION AND BACKFILL: All excavation and backfill shall be in accordance with Sections 12-04 and 12-08 of these specifications. When required by the Engineer, backfill around drainage structures shall not commence prior to the time when adjacent structure walls have developed a strength of not less than 2500 pounds per square„inch ir. compression as determined by test cylinders cured under similar conditions to those prevailing at the site. -3- (A new section) 13-OE3. TRAFFIC LGADINGS UPON DRAINAGE STRUCTURES: When required by the Engineer, traffic loadings shall not be applied to any completed portion of a drainage structure until the top slab has developed a strength of riot less than 3000 pounds per square inch in compression as determined by test cyli_r~ders cured under similar_ conditions to those prevailing at the site. (A new section) 13-09. RIP RAP; Rip rap shall consist of selected rock placed as shown on the plans. Selected rock for use as rip rap shall be sound and of such character that i_t will resist disintegration under the action of weather and water. None of the rock used shall weigh less than 40 pounds. Twenty-five percent or more shall weigh 100 pounds, Ri_p rap shall be placed as to provide minimum voids, and shall be approximately uniform in depth and coverage. (A new section) 13-10 . FORP~IS Forms utilized in the construction of drainage structures shall conform to the requirements of Section 51-1.05 of the State Standard Specifications. (A new section) 13-11. CURING: Cast-in-place drainage structures shall be cured as specified in Section 90-7.03 of the State Standard Specifications. 12-OE. PIPE LAYING AND JOINTING: All sewers shall be laid true to line and grade with bells upstream, and in accordance with the requirements set forth in the latest issue of the Vitrified Clay Pipe Engineering Handbook published by the Clay Pipe Institute. When the pipe is laid along a curve with a radius of 200 feet or less, every other pipe section shall be a two foot length. _ 1-11. STATE, STANDARD SPECIFICATIONS: Standard Specifications, State of California, Department of Public Works, Division of Highways, dated January, 1969, and all subsequent addi- tions and revisions. If this comp action is not achi_eveu, it shall be the responsibility of the contractor to perform the necessary work to achieve it. The pole shall be plumb with a permitted variation not to excee~? (0.08) inches per foot of pole length above grade. This hackfill shall extend from the bottom of the pole to a depth 3" above cast in place concrete cap. Conduit shall extend 2" above backfi.l]_ in the interior. core. Direct burial poles shall have an exposed aggregate finish free of fins and other imperfections. At the base of the concrete standard, the prestressing steel shall be cut off 1/8" minimum below the surface. The exposed-ends of the prestressing steel and the base of the light standard shall be heavily coated with roofing asphalt or coal tar enamel. 6-07. SUBGRADE PP.EPARATION: The subgrade preparation shall consist of constructing a subgrade in accordance with Section 25 of the State Standard Specifications. Subg'rade is that portion of the roadbed on which pavement, base, subbase, Portland cement concrete, or a layer of aTzy ott~.er material which may be specified is to be placed.
