Introduction
During the months of February and March 2012 the South County Economic
Development Council (SCEDC), together with our partners, visited
businesses located on Broadway, Main Street, Third Avenue and other parts
of the City as part of our outreach efforts underwritten by the San Diego
Workforce Partnership. The goal of this outreach was to identify businesses
that are downsizing, to provide rapid response; identify businesses that are
hiring, and to inform business owners and managers of the various programs
and services free of cost and to assist businesses in overcoming obstacles
that may prohibit them from growing and hiring. The programs and services
available include; Tax Credits through the Enterprise Zone, Employment
Development Department's (EDD) Work Opportunity Tax Credit (WOTC),
Hire a Veteran through VetWorks and The Americans with Disability Act
(ADA). Also available are Workforce Training and Workforce Recruitment
through our partners at the South County Career Center (SCCC). Low cost
non-traditional Small Business Loans .are available to businesses through
SCEDC, CDC Small Business Finance and Accion San Diego. SCEDC also
acts as a liaison for businesses connecting them with additional resources for
any concern the business may have.
Volunteers from the City of Chula Vista, Chula Vista Chamber of
Commerce and Union Bank accompanied SCEDC Business Outreach
Coordinators during this outreach. Our goal is to assist business with
economic vitality and to subsequently enhance the economic prosperity of
Chula Vista.
The information in this report should be considered proprietary and
confidential as it conveys information regarding specific business needs.
This report is intended to assist the City of Chula Vista with their economic
and development efforts and is not intended for any other use.
Process
Planning for this project began in December 2011. SCEDC coordinated this
project with the City of Chula Vista City staff and Union Bank. All agencies
worked collaboratively to ensure businesses were provided with the
information needed to succeed.
Letters were sent to 998 businesses along Broadway, Main Street, Third
Avenue and other parts of the city outlining the goals for a planned visit for
the last two weeks in February 2012 (Attachment 1) and were co-signed by
representatives of SCEDC and the City of Chula Vista. SCEDC also
extended our outreach efforts for an additional week in March in an attempt
to support more businesses within the city. All businesses were encouraged
to set an appointment with a Business Outreach Coordinator. Of the 998
targeted licensed businesses listed on the database supplied by the City of
Chula Vista that were sent letters, 108 letters were returned as undeliverable
(Attachment 2}. The city may wish to consider validating the businesses as
referenced on its business license list.
On February 21, 2012 seven representatives from SCEDC, the City of Chula
Vista and Union Bank met to conduct a brief training session to ensure all
participants understood the various programs and assistance available to
businesses. A total of 15 participants participated in this business outreach
effort including representatives from SCEDC, City of Chula Vista, Chula
Vista Chamber of Commerce and Union Bank (Attachment 3).
Representatives were separated into teams and assigned areas to go door to
door, personally meeting and distributing prepared packets of information to
businesses on the following programs:
• SCEDC, CDC Small Business Finance and Accion San
Diego information regarding loan programs available to
businesses and other small Business Loan Fliers
• Tools for Business Success through the SCEDC
• San Diego Regional Enterprise Zone
• On the Job Training (OJT) program
• ADA Tax Credits
• Work Opportunity Tax Credits
• Hire a Veteran through VetWorks program
• Solutions for Your Business Needs
• Mandatory Recycling for businesses
• Keep it Local-buy Chula Vista products
• Recycling at Work
• Chula Vista Clean Business information and application
For the first time the outreach teams were augmented with a representative
from the city's Energy Conservation team. The City offers a unique service
for the businesses encouraging them to recycle and reduce energy use
through the Clean Business Program.
During the outreach, two teams visited between 20 and 25 businesses per
day each, over a 3 week period equaling visits to 998 businesses in all the
areas mentioned above. These teams distributed packets of information,
collected information if the business had changed or noted that the business
had ceased operation. Additionally, 223 surveys were taken with
information collected by the business outreach teams conveying any issues
or concerns that the business owner or manager may have had. This
information was compiled by SCEDC onto a spreadsheet for further follow
up action. Please see the Economic Development Manager to obtain this
information as it is proprietary and confidential.
Follow up
SCEDC sent letters and e-mails conveying information to businesses that
addressed specific issues as a follow up to their concerns. During the
outreach, follow up letters were sent to the business owners to let them know
that their concerns had been communicated to the proper authorities or
would be addressed in a timely manner by SCEDC or our partners.
Furthermore, in April SCEDC contacted all the businesses by phone that had
a concern to ensure their business needs were addressed.
Business Summary
The majority of the businesses surveyed were small businesses with less
than 50 employees. One of the interesting items from the survey is that 21
of businesses planned on expanding. Concurrently, 21 % planned on hiring
over the next year while 2% planned to reduce their workforce through
layoffs. The net growth is encouraging news as the City plans for its future.
~ 1 % of the businesses indicated they were pleased. with their location.
While there are many factors that influence this opinion, this sentiment
should be one that the city shares with other small businesses looking to
relocate or expand within Chula Vista.
Over 55% of businesses indicated they were unaware of the variety of
programs and assistance offered by the city and its partners. Over 15% of
the businesses expressed a need for additional information regarding the
Enterprise Zone. This program offers the following tax incentives to
qualified businesses:
• Hiring qualifying personnel deduction over a five year
period.
• Accelerated depreciation on qualifying equipment
purchases.
• Sales or use tax credits
• Net interest deductions for lenders on qualifying small
business loans.
Businesses were left with a package of information regarding the Enterprise
Zone. Additionally, they were referred to appropriate City representatives if
they requested additional assistance. It should be noted that less than 10%
of the small businesses that responded to the survey knew about the
Enterprise Zone.
Less than 10% of businesses indicated they needed more information on
Workforce Training, including the new San Diego Workforce Partnership's
OJT program. SCEDC forwarded their information to South County
Business Services (SCBS) of South County Career Center (SCCC). SCBS
helps businesses to find qualified applicants to fill open positions. This
agency also pre-qualifies both businesses and applicants for their OJT
program, which reimburses businesses from 50% to 90% of a new
employee's salary during their training period. Anew business must meet
certain qualifiers such as; paying the employee $10.00 per hour with benefits
or $11.58 per hour without benefits.
9% of businesses wanted assistance with Workforce Recruitment for future
hires. These businesses were referred to the SCBS as well. Another
function of the SCBS is to assist small businesses with writing job
descriptions. Most small businesses do not have human resources
departments and need assistance putting together job descriptions.
Many of the businesses indicated they did not need the information at this
time as they were currently not hiring. However, it has been SCEDC's
experience that these businesses retain the packets of information and
contact the various agencies several months later to obtain further
information when it is time for them to replace or hire staff.
Less than 3% of businesses wanted permit assistance from the City of Chula
Vista and were referred to the City's Economic Development Department
for further help. It should be noted that this was the largest category, over
72%, that the business owners indicated they were unaware of this type of
assistance.
2% of businesses wanted information on ADA Tax Credits. These
businesses were referred to a web site run by the United States
Government's Americans with Disabilities Act. This site contains all the
information a business needs to use the hiring tax credits and the credits
available to those who wish to bring their business up to ADA code.
4% of businesses needed assistance with small business financing. Their
concerns were forwarded to SCEDC, CDC Small Business Finance and
Accion San Diego. On days that a volunteer from Union Bank joined us, a
Union Bank representative made an appointment to speak with these
businesses regarding their needs and/or provided a flier containing
information about their loan programs.
9 businesses expressed concerns regarding graffiti. Those are primarily
located in the 200-400 block of Third Avenue and the 300, 700 and 1100
block of Broadway. Graffiti included the traditional painting, but it also
included graffiti etched into glass windows. One business owner indicated
that when he complains he does not get resolution.
Other concerns cited that involved law enforcement related activities
included requests for more police patrols at night; vandalism, and homeless
deterring customers.
Several businesses on Third Avenue conveyed the required parking payment
was a deterrent for businesses. However, this was not a theme throughout
the outreach.
The preceding findings and conclusions are intended to assist the City of
Chula Vista with their community and economic development efforts and
are not intended for any other use.
Recommendations
The following recommendations are intended to assist the City of Chula
Vista by identifying possible immediate and long-term changes to enhance
economic prosperity. Some of these corridors must be improved in order to
entice businesses to locate in these areas and to encourage consumers to
purchase goods and services.
• Identity and Funding
Most of the areas reached during this outreach effort were comprised
of small businesses. Many had long standing businesses and were
significantly impacted by the current recession. While Third Avenue
has TAVA, Broadway and Main Street do not have an association to
assist with marketing efforts and a revenue stream to assist with
creating an identity for this area. SCEDC suggests the City determine
the interest in creating business improvement districts for these areas.
Furthermore, there appears to be an abundance of car repair places on
Broadway and Main. The City may wish to consider creating a joint
information guide for local auto repair shops and distributing that to
the residents in an effort to encourage them to do business locally.
• Enterprise Zone and other incentives
Despite a variety of efforts conducted by the City, SCEDC and others
there continues to be a lack of awareness surrounding the Enterprise
Zone and other incentive/assistance programs. The City may wish to
create a "one-stop" phone number/website /etc... for businesses so
they may simply call one number and get any information when
considering buying products, obtaining approvals or hiring workers.
SCEDC is also willing to assist the city with the creation of a "hot
card". A business size card that contains the most frequently called
numbers for city businesses. Mass distribution of this could occur
through the city business licensing processes.
• Funding
The City may wish to access loan funds through the Economic
Development Administration and Community Development Block
Grants to establish a forgivable loan program that offers assistance to
small business owners and start-up businesses. This could be used to
encourage business growth on Third Avenue.
• Parking
Some of the businesses along Third Avenue expressed concern
regarding the parking fees. The city may wish to issue parking tokens
to the businesses for distribution to customers who buy a product.
The city is receiving the tax revenue and the company is encouraging
return customers through good customer service. This will incentivize
the customer to return.
• Graffiti
There were many concerns expressed about graffiti. SCEDC applauds
the city's Graffiti Abatement Team for responding to complaints.
Additionally, the city may wish to consider empowering the business
owners to document the graffiti themselves and then paint over it.
This will generate a more immediate response to eradication of
graffiti.
• Marketing
Marketing is critical in these economic times. While there are events
on Third Avenue and at the Chula Vista Center the remaining
businesses are disengaged from those activities. The city may wish to
work with the Chamber and conduct a focused restaurant exposure
effort such as "Taste of Broadway" events highlighting the restaurants
on Broadway. The city may want to have a sales tax holiday for
businesses in these areas by getting the businesses to all agree to pay
the sales tax for their customers and the city tackle the marketing of
this effort to encourage more to shop on Third Avenue, Broadway or
Main Street.
• Construction
As the City prepares to embrace the redesign of Third Avenue it will
be important to work with the business owners and create information
that indicates these businesses remain open. Directional signs, "open
for business" signs; rerouting traffic; and conveying a construction
phasing and timing schedule proactively to the business so they can
schedule their deliveries and other such business matters in
accordance with the improvement schedule.
Summary
Over 90% of job creation comes from small businesses. The City of Chula
Vista has an incredible small business base along these corridors. Business
owners were most excited about the City's new business to business
connection and the potential to obtain business from the City of Chula Vista.
You are to be applauded for that program. By offering these small
businesses additional opportunities to grow their business through this
program you are helping to create a sustainable business model that will lead
to further job creation. SCEDC encourages you to market this program
more aggressively in the future. Combined with incentive information and a
significant marketing effort businesses in these areas would better thrive.
