RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA RATIFYING THE SUBMITTAL OF FISCAL
YEAR 2012/2013 BICYCLE TRANSPORTATION ACCOUNT
GRANT APPLICATIONS FOR CONSTRUCTION OF
BIKEWAYS ALONG EAST ORANGE AVENUE AND
INDUSTRIAL BOULEVARD AND CERTIFYING THAT
MATCHING FUNDS ARE OR WILL BE AVAILABLE
THEREFOR
WHEREAS, the City Council adopted a comprehensive update of the City of Chula Vista
Bikeway Master Plan (Plan) on February 1, 2011; and
WHEREAS, construction of a Class II bikeway on East Orange Avenue and construction
of a Class II bikeway on Industrial Blvd. are recommended by the Plan; and
WHEREAS, on March 8, 2012, the California Deparhnent of Transportation (Caltrans)
announced available grant funding for Fiscal Year 2012/2013 projects through its competitive
Bicycle Transportation Account (BTA) grant program, with a grant application deadline of April
13, 2012; and
WHEREAS, staff recommends the construction of a Class II bikeway along the north
side of East Orange Avenue approximately between Melrose Avenue and Loma Lane at an
estimated cost of $454,825 in order to improve the safety of bicyclists who use this route; and
WHEREAS, staff also recommends the construction of a Class II bikeway on Industrial
Blvd. and L Street between Bay Blvd. and Moss Street at an estimated cost of $216,920 in order
to complete a link in the City's bike lanes north and south of this project; and
WHEREAS, due to the short time-frame between CalTrans' notification of the
availability of the grant funding and the grant application deadline, staff was unable to bring
forward an item to Council requesting the authority to submit a grant application; therefore, to
preserve the City's ability to obtain grant funding, staff submitted a grant application for Fiscal
Year 2012/2013 BTA on April 13, 2012; and
WHEREAS, the application submitted requested a total grant amount of $597,853; and
WHEREAS, in the event that the City is awarded the grants, the City will be required to
provide a minimum ten percent (10%) match of local funds ($73,892); and
WHEREAS staff proposes that the matching funds come from the City's annual Transnet
allocation. The City will have sufficient funds in the Fiscal Year 2012/2013 Transnet allocation
to commit these funds.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista ratifies the submittal of Fiscal Year 2012/2013 Bicycle Transportation Account grant
applications for construction of bikeways along Orange Avenue and Industrial Blvd. and certifies
that matching funds aze or will be available therefor.
