SUMMARY
In 1997, the City Council approved a Sublease with Live Nation, Inc (formerly Universal
Concerts) that established a process whereby ticket sales proceeds at the Cricket (formally
Coors) Amphitheater would be paid to the City and utilized for a Performing and Visual
Arts Fund. This fund is to be used for arts grants to the Chula Vista community for the
purpose of promoting and stimulating the growth of performing and cultural arts within the
City of Chula Vista. This year the Chula Vista Public Library received $65,057 from Live
Nation fox their 2011 Concert Series.
As called for in the sublease, a Performing and Visual Arts Task Force was established to
annually make recommendations to the City Council regarding the arts grant awazds. The
Task Force is assisted by the Librazy Department, which formally conducts the grant
application process. The Task Force has reviewed the Fiscal Yeaz 2012/2013 applications
and makes the following recommendations to the Ciry Council.
ENVIRONMENTAL REVIEW
The Development Services Director has reviewed the proposed activity, approving the
Performing and Visual Arts Task Force's selection of grants recipients and monetary
grant awards, for compliance with the California Environmental Quality Act (CEQA) and
has determined that there is no possibility that the activity in question may have a
significant effect on the environment; therefore, pursuant to Section 15061(b)(3) of the
State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental
review is necessary.

BOARDS/COMMISSION RECOMMENDATION
The Task Force recommends that the City Council award art funds to groups as outlined
in this report. The Cultural Arts Commission will review the Task Force
recommendations at their meeting on May 21, 2012. City Council will receive an
information memorandum at the City Council dais confirming the Commission's
approval of the recommendations.
DISCUSSION
Since the program's inception, the Library Department has administered the Performing
and Visual Arts Fund grant application process. The Performing and Visual Arts Grant
Application was announced through a press release, advertised on the City of Chula Vista
and library websites with applications made available online. The period for submittal of
grant applications ran from November 11 `h' 2011 through to February 17th, 2012.
Twenty nine applications totaling $97,600 in requests were received by the application
due date of February 17`h, 2012. Upon receipt and review, a copy of each application was
distributed to members of the Task Force for their consideration. The Task Force
members were:

The twenty-nine eligible applications were reviewed and ranked by pre-established
criteria and a majority of the recommended awards were for the amounts requested and
some amounts were adjusted based on the Council approved Task Force policies and
Task Force recommendation. One application was denied due to not falling within the
scope of the grant. In addition to the twenty-nine applications mentioned above, one other
application was received late and was rejected by the panel when informed of it on the
day of review.
List of Grant Recommendations:
Individual Annlicants
Ania Acuna Avilez, Individual Artist $1,000
To provide spring and fall dance showcases for young dancers enrolled in the City
of Chula Vista Recreation programs. Students will perform a choreographed piece
learned at class to parents, family and community.
Arlene Cheng, Individual Artist $1,500
To support the cost of marketing for the South Bayfront Artists "Imagine the

Possibilities" project. Located on Marina Parkway, Chula Vista, South Bayfront
Artists intend to hold a series of "pop up" galleries throughout the year.
• Donald Johnson, Individual Artist $2,500
To fund the creation of photographic art works, recording scenes in and around
the Chula Vista Marina, to be exhibited in the South Bayfront Artists Gallery, also
at the Chula Vista Marina, Chula Vista.
• John Kalpus, Individual Artist $2,500
To create a high definition film narrative, with original music, reflecting the
beauty and appeal of the bayfront at Chula Vista. The film will be presented in the
South Bayfront Artists theatre and will be made available to the City of Chula
Vista for presentations at libraries, theaters, and other venues.
Groups and Organizations
• Allen Elementary School $2,500
To fund a series of professional artist's performances at Allen Elementary School,
Bonita, and standards-based visual art instruction for students.
• Bonitafest Melodrama $2,500
To help fund a community musical-melodrama based on local history appropriate
for multigenerational, culturally diverse famil~ audiences, to be performed in
conjunction with Bonitafest, September 26`h-29` , 2012.
• Bonita Vista High School's "Sound Unlimited" $2,500
To support the continuation of community outreach show choir performances at a
variety of locations in Chula Vista and Bonita. In addition, funding will also
support participation in competitive festivals.
• Bonita Vista High School's "Club Blue" $2,500
To help fund two concerts in Chula Vista and Bonita that will be open to the
general public In addition, tickets will be provided to local elementary schools to
promote music appreciation at earlier grade level.
• Chula Vista Art Guild $1,250
To help fund a community art show within Chula Vista, to be free of charge to the
general public.
• Chula Vista Ballet $3,000
To fund a gala ballet performance in November 2012 to include the Raymonda
excerpts and the Firebird excerpts, giving the Chula Vista Ballet the opportunity
to perform more mature works. The Chula Vista Ballet is the only ballet company
operating within Chula Vista, offering residents the opportunity to learn and
perform locally.
• Chula Vista Community Arts Group $5,000
To fund art, music, and cultural events for the Chula Vista community. At least
two of these events will be free to the general public. The grant will help provide
funding for art pamphlets, a "Day of the Dead" event, music and art shows,
printing, advertising and promotional materials.
• Chula Vista Learning Community Charter School $2,500
To develop a Mariachi music program for middle school students (Grades 6-8).
Classes to consist of music theory and rhythm and will take place after school.
The grant will partially fund the acquisition of musical instruments.

• Girls Scouts San Diego $5,000
To fund the Girls Scouts 100`h Anniversary Mural, a portable art work to be
created under the guidance of a local artist and to include the participation of a
Chula Vista Girl Scout troop leader and Chula Vista girls in grades 6-12. As part
of the Girl Scouts San Diego's new "Arts Initiative", the mural will travel to
various Girl Scout events and will also be exhibited at the Chula Vista Public
Library.
• Chula Vista Harbor Days $3,500
To fund "Playful City USA -Chula Vista 2012" at the Bayside Park on
September 22"d, 2012. The event will feature a performance stage to showcase the
talents of local artists, dance groups and cultural performers.
• Chula Vista's Campaign for Grade Level reading $4,000
To fund a series of media performances and public service announcements
showcasing the art of reading creatively to very young children, to be made
available through the library and schools home pages, as well as social media and
local media To include the use of costumes, arts activities, concepts of color,
size, sound, touch and rhythm. A gallery of preschool artwork in local libraries
and other city buildings will also be developed.
• Friends of the Chula Vista Heritage Museum $2,700
To fund an appearance by actors from the Old Globe, at the opening of a new
museum exhibit and the Chula Vista Heritage Museum, who will perform songs
about the internment of the Japanese. In addition, "Downbeat Big band of San
Diego" will perform in the Memorial Park. Both performances are open to the
public.
• Friends of Chula Vista Public Library $4,000
To fund performances and art programs during the 2012 Children's Summer
Reading Program entitled "Dream Big". Also to fund performances and art
programs for the 2012 Teen's Summer Reading Program "Own the Night".
Performances and programs to take place at Chula Vista Public Library locations.
• Friends of the Chula Vista Public Library $2,000
To fund the creation and installation of kinetic ceiling sculptures at the Chula
Vista Public Library Otay Ranch branch. The sculptures will be created in
consultation with Group4 Architecture and will become the property of the
library. The library branch is currently open five days a week and the sculptures
will be located so as they are visible from outside the Otay Ranch Library.
• High Tech High, Chula Vista $2,500
To support a drumline program at High Tech High, Chula Vista, to include
performances highlighting the cultural roots of percussion. Acquisition of used
instruments and drum sticks is included in the grant request.
• La Jolla Playhouse $2,550
To fund the Performance Outreach Program (POP) to three elementary schools in
Chula Vista, for a total of six performances. Students will attend pre-show
workshops with La Jolla Playhouse teaching artists, to prepare them for the
experience of a live professional production.
• Mexicayotl Indio Cultural Center (MICC) $4,000

To support exhibits, dance performances, musical performances and lectures at
Che Chula Vista Public Library, highlighting the Aztec dance tradition.
• Onstage Playhouse $3,500
To provide upgraded sets and marketing materials for the 2012-2013 season. The
goal is to raise awareness of the Onstage Playhouse in Chula Vista, particularly in
the eastern part of the city.
• Prime Motivation $2,500
To help fund an "Asian Music Festiva]" to be held at the Otay Ranch Town
Center, Chula Vista, featuring Asian groups and individuals from throughout
Southern California.
• San Diego Dance Theater $5,000
To fund dance performances within the Chula Vista Public Librazy. Continuing
the success of "Trolley Dances", the San Diego Dance Theater will choreograph a
series of four dances entitled "The Library Dances", to be performed throughout
the Civic Center Library over a period of two days. There will be eight family
themed dance tours in total.
• San Diego Opera Association $2,500
To fund the 12 week ``Words and Music" program at the Eastlake High School.
Students, teachers and artists meet three times a week to learn to read music,
compose music, write lyrics to fit a story, as well as the basics of staging and
directing.
• San Diego Youth Symphony and Conservatory $2,500
To fund the "Community Opus Project" in partnership with the Chula Vista
Elementary School District. This project will provide free, on site music
instruction to students who are primarily from low-income families. The school
sites are Lauderbach, Otay, Rosebank, Rice, Harborside and Vista Square.
• Third Avenue Village Association $2,500
To help fund the 16`n Annual 2012 Village Vibes Concert Series. This series
brings live, open-air entertainment to Memorial Bowl in the Third Avenue Village
on Sunday afternoons, throughout the month of September.
• Wolf Canyon Elementary School $2,500
To support a school performance in which students across all grades participate as
artists, technical support, marketing and box office sales, and ushers. Students
learn the multiple ways they can contribute to the arts.
The above grant award recommendations were made by the Task Force with full
consideration given to recommendations made at the City Council meeting on April 28`n
2009 that guidelines previously approved by City Council should be augmented with the
following -
• Applicants to use the correct application
• Changes to criteria and how points aze awarded
• Expectation of itemized budgets
• Clarification on the amount of funds that can be requested

Final reports to be completed and filed on time
Requiring attendance at annual workshops
Notice that failing to abide by any and all rules could result in funds being
withdrawn and affect future applications by individuals or organizations
The previous guidelines were approved by City Council on December 14`h, 1999 and
entitled Criteria for the Allocation of the Performing Arts Fund.
DECISION MAKER CONFLICT
Staff has reviewed the decisions contemplated by this action and has determined either (i)
they are not site specific and consequently the 500 foot rule found in the California Code
of Regulations section 18704.2(a) is not applicable; or (ii) there are no Council Members
property holdings within 500 feet of the boundaries of the property involved in this
decision.
CURRENT YEAR FISCAL IMPACT
There is no fiscal impact associated with these grants. The recommended fiscal year
2012/2013 grant awards total $80,500. The fund carried a reserve amount prior to
receiving Live Nation revenues in the amount of $65,057 in March, 2012. Awarding a
total of $80,500 in grant awards will leave a balance of $2,830.75 to be carried over and
added to next year's grant program.
ONGOING FISCAL IMPACT
None.

Criteria for the Allocation of the Performing Arts Fund as approved by City Council on
December 14`h. 1999.
The PerformingNisual Arts Fund, established by the sublease between the City and Live
Nation, shall be annually re-granted through a formal application process. The following
groups and individuals shall be eligible to apply for funds:
• Chula Vista based tax-exempt, non-profit organizations
• Chula Vista based educational institutions
• Chula Vista based religious organizations
• Performance groups associated with Chula Vista based educational institutions (i.e.,
the Music Machine)
• The City of Chula Vista and its various departments and Boards and Commissions
• Individuals who reside in Chula Vista
For-profit organizations, institutions and businesses shall not be eligible to apply for
funds.
Non-Chula Vista based non-profit organizations shall not be eligible to apply for funds
unless they partner with Chula Vista based organizations
Individual Chula Vista residents (especially students) shall be eligible to apply, in an
effort to develop local talent
Per the agreement, applicants may only apply for funds to underwrite the cost of
presentations. Funds shall not be awarded to establish an endowment or trust fund, for
administrative costs, for capital projects, for rent of performance or office space, and/or
for general operating expenses

The City of Chula Vista Cultural Arts Commission was scheduled to meet on May 14,
2012. Due to lack of quorum, the Commission was unable to meet on that day and the
meeting was rescheduled to the following week for May 21, 2012.
At the meeting of May 21, 2012, the Commission reviewed the Performing and Visual
Arts Grant Task Force recommendation that twenty eight grant applications, totaling
$80,500, should be awarded to various individuals and organizations for 2012. The
Commission, having reviewed the awards recommended by the Task Force, approved
the Task Force's decision.
The twenty eight Performing and Visual Arts Grant Awards are on the consent calendar
of tonight's City Council Agenda, May 22, 2012, pending City Council approval.
