HomeMy WebLinkAboutReso 1968-4879 RESOLUTION N0. 4879 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA FINDING COMPETITIVE BIDDING TO BE IMPRACTICAL FOR THE PURCHASE OF AN OLIVETTI UNDERtivOOD COMPUTER The City Council of the City of Chula Vista does hereby resolve as follows: WiiEREAS, the City Council has heretofore budgeted the sum o.f $4,246.00 in fiscal year 1968-69 to the 1-50 D-1 account of the Engineering Division, and has designated said sum for the purchase of a computer, and WHEREAS, after a comprehensive investigation by the Pur- chasing Agent and the representatives of the Engineering Division it has been determined that there is a wide range iri the prices and capabilities of computers, which is indicated by the price of $3,800.00 plus sales tax for the Olivetti Underwood computer which will satisfy all of the requirements of the Engineering Division, to the next lowest cost computer which sells for approximately $5,500.00, and does not meet the needs of the Engineering Division as well as the Olivetti Underwood computer, and WHEREAS, after discussions with other governmental agencies it has been found that many of these agencies and those corporations doing business with governmental agencies have purchased Olivetti Underwood computers, including the City of San Diego and the San Diego Unified School District, and WHEREAS, at the present time there are more than 120 Olivetti computers in operation in the San Diego area, including those owned by many private civil engineers with whom the Engineering Division has has constant contact, and WHEREAS, the relatively low cost of t}iis computer, combined with its wide acceptance in this area thus assuring ready availability to other computer sources and familiarity by other using agencies as well as by private civil engineers ~.vith whom the Engineering .Division undertakes much of its work has led the Purchasing Agent and the Director of Public Wor}cs to recommend the purchase of the Olivetti Underwood computer, and 'vdHEREAS, the Olivetti Underwood computer may be obtained from only one source, thus making _formal bidding requirements both impractical and virtually impossible. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista, based upon the foregoing facts and reasons, and the recommendation of the Purchasing Agent and the Director of Public Works, does hereby find that competitive bidding for the purchase of a computer for the use of the Engineering Division of the City of Chula Vista to be both impractical and impossible, ar~d therefore, does hereby waive formal bidding requirements. BE IT FURTHER, RESOLVED that the Purchasing Agent be, and he is hereby authorized to enter into a contract with the distributor of the Olivette Underwood computer for the acquisition of said computer for the Engineering Division. of the City of Chula Vista. .~ ~... BE IT FURTHER RESOLVED that the sum of $3,800.00 plus salea tax from the $4,246.00 heretofore budgeted for the fiscal year 196II-69 in the 1-50 D-1 account of the Engineering Division be, and the same is hereby authorized and encumbered for the purchase of said Olivette Underwood computer.
