RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
OPPOSING THE PROPERTY TAX LIMIT INITIATIVE ON THE I`dOVEMBER
BALLOT
The City Council of the City of Chula Vista does hereby resolve
as follows:
WHEREAS, the City of Chula Vista has consistently played a
responsible role in attempting to hold the line and, hopefully, reduce
property taxes, and has encouraged property tax relief through the
development of other revenue sources, and
WHEREAS, certain well-meaning citizens, led by Assessor
Philip Watson of Los Angeles County, have proposed an initiative for
the November ballot which would impose arbitrary property tax ceilings
on local governments, and
WHEREAS, such arbitrary tax ceiling limitations could effectively
end state and local capital improvement programs and ultimately impose
severe disruptions on all local government services, and has been clearly
demonstrated in other states which have adopted such arbitrary property
tax limitations, and
WHEREAS, expert analysis of the initiative proposal, as well
as examination of the experience of other states such as Ohio and West
Virginia has aroused strong opposition from the League of California
Cities and the California Taxpayers Association, and
WHEREAS, experienced bond counsel, such as O'Melveny and Myers
who represent cities throughout the State of California, have expressed
serious doubt as to whether or not they would ever again, under any
circumstances after the adoption of such a property tax limitation, be
capable of offering the required legal opinion on general obligation
bonds so as to permit their sale.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista joins with the League of California Cities and the
California Taxpayers Association in urging the defeat and rejection
of this most irresponsible measure which could. create economic chaos
for all of the cities of the State of California.
