MEMBERS PRESENT: Chairman West, Vice-Chairman Turner, Members: Buddingh, Buencamino-
Andrews, Flach
MEMBERS ABSENT: Member Lopez (called in before meeting to say he will not be able to attend
due to conflict with another appointment.)
CITY STAFF PRESENT: Brad Remp, Assistant Director/ Building Official of Planning and Building; Lou
EI-Khazen, Deputy Building Official; Lynn France, Environmental Services
Program Manager; Eileen Dimagiba, Senior Office Specialist (Recording '

OTHERS PRESENT: None
CALL MEETING TO ORDER: Chairman West called meeting to order at 5:15 PM
ROLL CALL: Members present constituted a quorum
1 DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM: MSC (WesUFlach) (5-0-1) to
excuse Member Lopez's absence (Member Lopez did show up to the meeting at 5:29 p m because
his previous appointment ended early) '
2 APPROVAL OF MINUTES: MSC (Flach/Buddingh) (5-0-1) motion to approve the minutes of October
8, 2007 Regular Meeting.
3 NEW BUSINESS:
A. Construction and Demolition Debris Recycling Ordinance
Lynn France, Environmental Services Program Manager, gave a brief presentation and
summary of the proposed Construction and Demolition Debris Recycling Ordinance
4 MEMBERS COMMENTSICHAIRMAN'S COMMENTS/REPORTS:
Member Buddingh asked Lynn France if the text that is underlined in working draft of the ordinance
indicates what is being edited, and Lynn said yes, this is where the changes occurred; underline
portions are modified portions. Member Turner asked what drove the 90%-50% diversion rate for City
of Chula Vista? Lynn responded saying that this rate was the most feasible for our City. She said that
it's like separating other commodities like paper or cardboard, and about 90% of it can be recycled.
Lynn also said that Allied Waste can also separate debris or the debris can be taken to the facility in
Lemon Grove, and if approved, this ordinance will be effective July 1~`, 2008.. Member Buddingh
suggested adding in "Deconstructing" under the definitions, to make it clearer. He asked about Non-
covered projects, and Lynn said that single-family homes are exempted from this process. Member
Buddingh suggested to make this part clearer as well. He also asked about appeal being made to the
City Manager and if there should have a limitation on whom they can designate? Brad Remp
responded by saying that this is typical language, and Lynn stated that the appeal would most likely
go to the Director of Public Works Member Flach asked if under 8.25.095 A., if $20,000 is a low
amount? Lynn explained that single-family homes do not apply Member Buencamino-Andrews
asked how the public would be educated on this ordinance and Lynn said that a mailing list is being

put together, and their department will hold workshops also Member Lopez addressed some Fire
Safety issues regarding this ordinance and asked about the containers and the width of access for
Fire Emergency vehicles and systems Brad said that there is a requirement for them to set aside
space for this. Fire Inspectors will go out and inspect this aspect during the construction process.
MSU (WesU Flach) (6-0) to move forward to recommend to City Council approval of the
Construction and Demolition Debris Recycling Ordinance with the text changes as discussed,.
5 BUILDING OFFICIAL'S COMMENTS/REPORTS:
A New Building Codes: Mr Remp summarized the changes with the New Building Codes,
effective January 1~, 2008. City Staff is continuing to get proper training on these new
codes and getting familiarized with them
B New Residential Abandoned Properties Program (Code Enforcement): Mr Remp
announced this new program through the Code Enforcement is doing very well and also
receiving local and nation-wide attention. Doug Leeper, Code Enforcement Manager,
was featured in an article in Business Week magazine regarding the new ordinance, and
how other cities across the nation would like to have similar ordinances in their cities Our
challenge now is tracking down the actual owners of these vacant properties.
C Budget Adjustments in Planning & Building Dept: Our department is almost finished with
reorganization and adjustments due to Budget changes We have lost 25 people over
the last year, and within the last few weeks, 12 people have taken the "Golden
Handshake' and retired. We have made some substantial cuts, but are appropriately
staffed for the amount of activity at our front counter Our City Manager has also asked us
to put together a "Re-engineering Program" and survey, to look at our department's use
of technology Also, Eastern Office will eventually close and City Staff there will move
over here to Civic Center complex, because of staff reductions.
D Urban Wildlife Interface: In October 2007, we had major fires but our City was spared
from damage, but this reminded us of how vulnerable we are We are working diligently
with the Fire Marshall to adopt more building code requirements and brush management
requirements, to help our City become less vulnerable to damage from wild-land fires
E Signs in Public Right of Way' New Ordinance has been in effect for 2 months now Staff
has just been placing "friendly notices' on these signs letting them know their sign is in
the wrong location. In the next few days, staff will start assessing fines These violations
are typically arise from improperly placed Real Estate signs
