HomeMy WebLinkAboutReso 2012-038RESOLUTION NO. 2012-038 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA WAIVING THE COMPETITIVE FORMAL BID REQUIREMENT, AUTHORIZING THE POLICE DEPARTMENT TO CONTRACT WITH VALLEY HEALTHCARE SYSTEMS INC AND SOUTH COAST MEDICAL CLINIC AND APPROPRIATING $74,000 TO THE FISCAL YEAR 2011/2012 POLICE DEPARTMENT BUDGET FOR JAIL MEDICAL SERVICES WHEREAS, on July 1, 2011, the Chula Vista City Jail transitioned from the State of California's In Custody Drug Treatment Program to contract with the United States Marshals Service to house federal female inmates; and WHEREAS, this transition from state inmates to federal inmates required a higher level of medical services for the inmates; and WHEREAS, the California Department of Corrections and Rehabilitation and Title 15 requires a Registered Nurse as well as a "Responsible Physician" for any facility housing inmates over 96 hours involuntarily; and WHEREAS, the Jail Commander conducted an extensive search of medical service providers to meet the California Department of Corrections and Rehabilitation and Title 15 requirements; and WHEREAS, the Police Department is requesting to waive the competitive formal bid requirement and authorization to contract with Valley Healthcare Systems Inc and South Coast Medical Clinic for jail medical services; and WHEREAS, City interests are materially better served from continuing with these current service providers and the Purchasing Agent has reviewed the solicitations undertaken by the Jail Commander and has approved this process. NOW, THEREFORE, BE IT RESOLVED with the above findings incorporated herein, the City Council of the City of Chula Vista does hereby waive the competitive formal bid process, authorize the Police Department to contract with Valley Healthcare Systems Inc and South Coast Medical Clinic, and appropriate $74,000 to the supplies and services category of the Fiscal Year 2011/2012 Police Department budget for jail medical services.
