DEPARTMENT TO CONTRACT WITH VALLEY
HEALTHCARE SYSTEMS INC AND SOUTH COAST
MEDICAL CLINIC AND APPROPRIATING $74,000 TO THE
FISCAL YEAR 2011/2012 POLICE DEPARTMENT BUDGET
FOR JAIL MEDICAL SERVICES
WHEREAS, on July 1, 2011, the Chula Vista City Jail transitioned from the State of

WHEREAS, this transition from state inmates to federal inmates required a higher level
of medical services for the inmates; and
WHEREAS, the California Department of Corrections and Rehabilitation and Title 15
requires a Registered Nurse as well as a "Responsible Physician" for any facility housing
inmates over 96 hours involuntarily; and
WHEREAS, the Jail Commander conducted an extensive search of medical service

requirements; and
WHEREAS, the Police Department is requesting to waive the competitive formal bid
requirement and authorization to contract with Valley Healthcare Systems Inc and South Coast
