RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA, REAFFIRMING THE CONTINUED SUPPORT OF THE
CITIZENS OF CHULA VISTA FOR THE CONSTRUCTION OF THE
OTAY MESA MENTAL CORRECTIONAL FACILITY, AND URGING
GOVERNOR RONALD REAGAN TO REVERSE HIS DECISION TO
ABANDON SAID PROJECT
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, over six years of study and substantial sums of
money have been devoted to the establishment of a new state mental
correctional facility on Otay Mesa, and
WHEREAS, the City Council of the City of Chula Vista has
heretofore, by Resolution No. 3689, adopted on the 20th day of
April, 1965, and Resolution No. 3731, adopted on the 25th day of
May, 1965, and by Resolution No. 4290, adopted on the 27th day of
December, 1966, consistently supported the construction of said
medical prison facility, which has heretofore been approved by
Governor Ronald Reagan, and
WHEREAS, said approval,
conducted by the State Department
the concern of the Governor over
awareness of the effectiveness of
such a facility in decreasing the
repeat criminals, and
based upon the lengthy studies
of Corrections properly reflected
the increasing crime rate and his
the type of treatment offered at
number of probation violators and
WHEREAS, the City Council of the City of Chula Vista, in
its previously successful support of this project, by Resolution
No. 4290, stated among other things"
"WHEREAS, this facility will constitute the most advanced
step in handling law breakers and achieving a real
breakthrough in solving the crime problem in the State
of California, and is therefore properly considered a
matter of top priority in the program of the new State
Administration, and"
"WHEREAS, while fully respecting the obvious need for
economy moves on the part of the new administration,
the City Council of the City of Chula Viita considers
the development of the mental correctional facility
on the Otay Mesa site as a measure of vital importance
to the problem of crime correction in the State, and
also to be in the best interests of the entire San
Diego County area by increasing mental health and
research facilities and improving the economic well-
being of the entire area."

WHEREAS, the City Council of the City of Chula Vista, on
behalf of themselves and the entire community, joins with Senator
Clair Burgener of San Diego County in recognizing that the economic
benefit to this community, although of extreme importance, is
secondary to the "need for the people of California to meet their
responsibility for a sound program of adult corrections.", and
WHEREAS, the City Council of the City of Chula Vista adopts
the following reasons advanced by Senator Burgener in opposing the
cancellation of this project:

1. The type medical-psychiatric treatment that would
have been offered in the new prison cannot be prcvided
in existing prisons except on stop gap basis, even by
remodeling one or more of the state's older prisons.
2. Even if the concensus of experts is that shorter
sentences in the future will reduce the demand for such
a facility, the population growth of the state alone
would demand a new facility of this type.
3. A disproportionate number of inmates come from
Southern California and are transported to the state's
only similar facility at Vacaville near Sacramento.

WHEREAS, the City Council disagrees with the reasons cited
for the cancellation of said project, and holds that said reasoning
is totally fallacious since the highly desirable goals proclaimed by
the reasoning are dependent upon the type of special treatment which
would be afforded by the proposed medical prison facility, in that
only through such assistance to the prisoners of our state penal
system will we ever possibly reduce the number of prisoners and the
length of their stay in said institutions, and
WHEREAS, the City Council also wishes to impress upon the
Governor the fact that the proposed facility will not be limited in
its activities to work with prisoners and problems of criminal mental
health and rehabilation, but, through its close liason with the
University of California at San Diego, will also make major contri-
butions in the total field of mental health.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista respectfully urges that Governor Ronald Reagan
carefully re-evaluate the decision of his office as announced by
the Director of the State Department of Finance, Mr. Caspar Weinberger,
in cancelling the medical correctional facility at Otay Mesa, and in
the interests of fulfilling the goals which the Governor has repeatedly
outlined in combatting crime and encouraging the economic well-being
of the state, direct that funds be made available for the commencement
and completion of this project at the earliest possible date.
BE IT FURTHER RESOLVED that the City Clerk of the City of
Chula Vista be, and he is hereby directed to forward certified copies
of this resolution to Governor Ronald Reagan, Lt. Governor Ed Reinecke,
Finance Director Caspar Weinberger, and to all delegates of the State
Legislature from the County of San Diego.
