RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA, ACCEPTING BID AND AWARDING CONTRACT FOR THE
ACQUISITION OF SIGNAL MASTARM SIGNS TO BE INSTALLED
IN VARIOUS LOCATIONS IN THE CITY
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the following bid was received and opened at 3:00 p,m.
on the 6th day of January, 1969 in the Office of the Purchasing Agent of
the City of Chula Vista for the acquisition of 49 signal mastarm signs
to be installed in various locations in the City of Chula Vista:

John C. Henberger (Cameo)
and
Bid
$2,482.46 (incl. sales tax)
WHEREAS, it has been recommended that said contract be awarded
to the sole bidder, John C. Henberger of San Diego City, a distributor
of Cameo, who has assured the City that he is a licensed Vendor in the
State of California and can produce an acceptable performance bond.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista does hereby accept said bid, and does hereby award
the contract for the purchase of 49 signal mastarm signs to John C.
Henberger, to be completed in accordance with the specifications as
approved by the Purchasing Agent of the City of Chula Vista.
BE IT FURTHER RESOLVED that the Purchasing Agent of the City
of Chula Vista be, and he is hereby authorized and directed to execute
said contract for and on behalf of the City of Chula Vista.

PROPOSAL REQUIREMENTS
ONE: In the event this bid is duly accepted, the City shall purchase, and does here-
by purchase, from Vendor the said products and materials above described, according
to the terms and conditions herein contained and referred to, for the prices aforesaid,
and hereby contracts to pay for the same as above set forth; and the said parties for
themselves, their heirs, executors, administrators, successors, and assigns, do here-
by agree to the full performance of the covenants herein contained,
TWO: Vendor does hereby warrant that he will comply with all laws of the City of
Chula Vista, County of San Diego, State of California, and 'the Federal Government,
respecting this sale of said goods, and does further warrant that he has good and
sufficient title to the same and will supply title to the same, and does further
warrant that the said goods sold hereunder are good merchantable quality and are suit-
ed for the use for which they are intended.
THREE: Payment shall not be made to Vendor until of ter delivery of the o

FIVE: In all cases, wherever practicable, prices quoted should be net including all
trade discounts. Cash discounts of less than 15 days will be considered neto Cash

plete delivery of the order has been made. If tests are necessary, cash discounts
will be figured from date of acceptance of test report by the Purchasing Agent.
SIX: BIDDER'S GUARANTY: All bids shall be presented under sealed cover, properly
identified as a bid, and shall be accompanied by either cashier's check, certified
check, or bidder's bond, made payable to the City of Chula Vista, for an amount equal
to at least ten (10~) percent of the amount of said bid, and no bid shall be consider-
ed unless such cashier's check, certified check, or bidder's bond is enclosed herewith.

Mastarm mounted signs shall be porcelain enameled aluminum sign panels with
demountable reflectorized copy and reflective porcelain border to be shown
in bidders drawings.
2. BiASE METAL - FABRICATION
The base metal shall be .080p 6111 alloy aluminum chest capabl® of meeting the
specification herein. Fabrication shall be performed in a workmanlike manner.
Each sign shall have mounting holes along top .matching holes in sign mounting
bracket and holes for fastening an alumim~m channel stiffener along bottom of
sign, in accordance with design drawing. Signs shall have 3p radius corners.
3. PoRCE~.aIN E2IAMELING
Prior to porcelain enamel application, the sign blank is to receive a suitable
metal treatment designed to produce maximum adherence of the porcelain enamel
coating. The face surface of the sign bleak shall be porcelain enameled a
stinianttn of .0015" thickness, conforming to the Porcelain Enamel Institute
Specifications ALSI05(64) and have a gloss reading of 50-80 units when
measured at 45 dogreea on a Photovolt meter, Reference Test ASTM C 3j1~b-59•
The porcelain enamel shall have a weight foes of less than 20 mg.fsq. inch in
the boiling 6~ Citric Acid Test. Reference Test ASTM Std. 283-54 "Standard
Method of Test for Resistance of Porcelain Enamels to Boiling Acid".
Adherence shall be checked by an accelerated spell test in accordance with
ASTM C 4$6-61T pSpalling Resistance of Porcelain Enamel Ai.uminum".
Porcelain enamel background color shall be "Interstate Green" per approved
samples.

Befleetorised cutout letters, digits, and alphabet accessories shall consist of
acrylic plastic prismatic reflectors supported by embossed aluminum frames.
better design shall be the Federal Standard Alphabet Series E for 8" upper and
6" lower case. modified to accommodate the required~r®flectors. All items to b®
fabricated from .040" 3003 porcelain enameling sheet or equal.. Porcelain
finish shall be white, and shall be in conformance to current specifications of
Porcelain Enamel Institute. Porcelain enamel shall have a gloss reading of 50
to 80 unite at 45 degrees.

The layout of lettering shall be in accordance with the design drawings and
Part 8 of the traffic manual for the California Division of Highways.

Bidder shall furnish drawings showing dimensions and details of sign fabrication
covered by bid.
Bidders ara requested to shorn estimated time of delivery after notic® of award
(winning bidder) on pages 3 and 4 of bidding documents.
Signs are to be delivered freight prepaid to Purchasing Office, 707 P Streat,
City of Chula Vista, Chula Vista, California.
