RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
ADOPTING 180 DAY MORATORIUM OTv THE CONSTRUCTION OR RE-LOCATION
OF OUT-DOOR ADVERTISING SIGNS WITHIN THE CITY OF CHULA VISTA
PENDING THE COMPLETION OF CURRENT STUDIES AND PLANS IN REGARD
TO THE REGULATION OF OUT-DOOR ADVERTISING
The City Council of the City of Chula Vista does hereby resolve
as follows:
WHEREAS, the Planning Commission of the City of Chula Vista by
Resolution No. 570, adopted on April 21, 1969, has recommended that
the City Council of the City of Chula Vista impose a moratorium for
a period :~f 180 days on the construction or re-location on all out-
door advertising signs within the City of Chula Vista pending completion
of studies and the formulation and adoption of an ordinance regulating
such structures based upon the following findings:
1. That the only regulations applicable to out-door advertising
structures within industrial zones where they are presently
permitted is the state law which imposes a spacing requirement.
2. That the City Council has directed the Planning Commission
to hold hearings and recommend an ordinance regulating said
structures.
3. That since the announcement that such studies are being
undertaken, two large advertising structures have been erected
adjacent to interstate 5 in the vicinity of one of the major
entrance ways into the City of Chula Vista.
4. That to allow the non-restricted construction and re-location
of such structures during the period when the Planning Commission
and City Council are seeking to formulate and adopt appropriate
legislative regulations would render such regulations meaningless
and fugal.
5. That failure to properly control billboards could result
in the loss of federal and state funding in highway beautification
programs.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Chula Vista has hereby established a 180 day moratorium on the construction
or re-location of out-door advertising structures.
BE IT FURTHER RESOLVED that the City Council of the City of Chula
Vista does hereby direct the Chief of Building Inspection and other appro-
priate officials of the City of Chula Vista to withhold the issuance of
any permits for the construction or re-location of such structures
during said period.

Subject: Amendment Regulating Outdoor Advertising Signs
Gentlemen:
At their workshop meeting of April 14, 1969, the City Planning
Commission discussed the regulation of outdoor advertising displays
in the City. Since no provision has been made for billboards in
the proposed new zoning ordinance, the Commission directed that an
ordinance be prepared for the regulation of these structures for
inclusion in the new ordinance and possibly in the existing zoning
ordinance.
The Commission also expressed concern over the unsightliness of
the City's primary entrance along Interstate #5. Since this
freeway will soon be widened and many of the billboards removed,
the Commission believed that this is an opportune time to consider
some kind of control over these structures.
At their meeting of April 21, 1969, the Commission recommended
that your honorable body consider the adoption of the attached
resolution which would set a 180 day moratorium on the construction
or relocation of outdoor advertising signs in the City pending the
submission to the Council of a proposed ordinance.

WHEREAS, the City Planning Commission recognizes the need for the regulation
of outdoor advertising structures in the City and especially along Interstate #5
Freeway, and
WHEREAS, the Planning Commission recognizes the need to beautify the freeway
entrances to the City, and
WHEREAS, the Planning Commission recognizes the need for Chula Vista's
portion of Interstate #5 to qualify as a"landscaped freewtay," and
WHEREAS, outdoor advertising structures adjacent to the Interstate #5
Freeway in Chula Vista have contributed to the existing unsightliness along this
stretch of the free~~ay, and
WHEREAS, the California Division of Higha~ays will, ~vithin the next two
years, cause a majority of the outdoor advertising structures on the west side of
Interstate #5 to be removed due to the future widening of this free~~~ay, and
WHEREAS, the Commission proposes to prepare an ordinance for the regulation
of outdoor advertising structures for inclusion in the ne~~? zoning ordinance.
NO!{J THEREFQRE BE IT RESOLVED that the City Planning Commission recommends that a
moratorium of 180 days on the construction or relocation of all outdoor advertising
structures in Chula Vista be imposed by the City Council pending the formulation and
adoption of an ordinance regulating such structures.
