RESOLUTION NO. 5120 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, ACCEPTING PROPOSAL OF E. ALAN COMSTOCK FOR THE APPRAISAL OF PROPERTY AT THIRD AVENUE AND "K" STREET AND AT GARRETT AVENUE AND "F" STREET IN THE CITY OF CHULA VISTA, AND APPROPRIATING FUNDS FOR SAID APPRAISALS The City Council of the City of Chula Vista does hereby resolve as follows: NOW, THEREFORE, BE IT RESOLVED by City Council of the City of Chula Vista that that certain proposal, submitted by E. Alan Comstock for the appraisal of property at Third Avenue and "K" Street and at Garrett Avenue and "F" Street in the City of Chula Vista, as contained in his letter of April 2, 1969, a copy of which is attached hereto and by this reference made a part hereof, the same as though fully set forth herein be, and the same is hereby accepted and approved. BE IT FURTHER RESOLVED that the sum of $1,300.00 be, and the same is hereby appropriated from the unappropriated surplus of the General Fund for the purposes hereinabove set forth. The first, owned by the City of Chula Vista, located at Third Avenue and "K" Street which was previously acquired by the city for a police station and the second property being the northeast corner of "F" Street and Garrett Avenue. Regarding the appraisal of Third Avenue and "K" Street. A pre- Liminary appraisal, one which is without extensive market data research and study, can be furnished to the city for $550. A complete appraisal ~-- -- will cost $1,250. Regarding "F" Street and Garrett Avenue. Inasmuch as recent studies have been made by my office in this area and certain infor- mation and data are available from my files, I propose a different fee arrangement in order to give the city the benefit of the work already done in this area. A preliminary appraisal of this property would have a ceiling of $750 and will be reduced by charging the city at the rate of $200 per day for my time and $75 per day for my asso- ciates time on this project. In any event the city would not be charged for over $750 and it is estimated that the fee would be less. A complete appraisal, one which would be detailed and complete engough for court testimony, in the event of a condemnation, will have a maximum fee of $1,500 and on the same per diem rate as stated above. It is expressly understood that the appraisal fee for the "F" Street and Garrett Avenue site is valid for 60 days anc.i if the ap- praiser is not engaged within that time a review of the fee would have to be made. Present schedule of work in this office would per- mit delivery of the above appraisal assignments within 30 days. y.~ ~- Mr. Carl Stanley -2- April 2, 1969 The appraiser assumes that the city will furnish all maps and/or engineering data and information need for this appraisal assignment at no cost to him.
