HomeMy WebLinkAboutReso 1969-5118RESOLUTION NO. 5118 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA URGING THE PASSAGE OF ASSEb'IBLY BILL N0. 715, DELETING THE REQUIREMENTS FOR ENFORCEMENT OF PAINTING STANDARDS IN THE HEALTH AND SAFETY CODE The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the Board of Appeals of the City of Chula Vista heretofore at its meeting of May 8, 1967, adopted Resolution No. 5 recommending that the City Council adopt a resolution supporting the passage of Assembly Bill No. 548, and WHEREAS, the City Council adopted Resolution No. 4415 on May 23, 1967 supporting said Bill, and WHEREAS, a Bill substantially the same as Assembly Bill No. 548 known as Assembly Bill No. 715, has been introduced in the Assembly of the State of California, and WHEREAS, Assembly Bill 715 would amend Section 17922 of the Health and Safety Code of the State of California which requires that the State Division of Housing establish and enforce painting standards, and WHEREAS, such enforcement of_ painting standards would require the issuance of building permits for the painting of buildings and structures and further, would necessitate the employment of additional inspectors, the need for involved chemical analysis of paints, and would, in fact, create high enforcement costs and probably result in the wholesale evasion of such requirements by homeowners, and WHEREAS, such rules and regulations would discourage the small homeowner from proper home maintenance by adding time-comsuming and costly permit and inspection requirements, and WHEREAS, Assembly Bill No. 715 would delete said provisions for enforcement of minimum painting standards. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby reconfirm the portion stated in Res- olution No. 4415 adopted by the City Council on May 23, 1967, and does hereby give full support to Assembly Bill No. 715, and strongly urges its passage at this session of the Legislature in the interests of avoiding unnecessary and costly inspection procedures and of en- couraging proper home maintenance by the citizens of this community.
