RESOLUTION OF THE CITY COUNCIL OF TFiE CITY OF CHULA VISTA
FINDIi1G COMPETITIVE BIDDING TO BE IMPRACTICAL FOR THE
REPAIR AND REPLACEMENT OF THE TOTAL CIRCUITRY FOR THE
STREET LIGHTING SYSTEM ON BOTH SIDES OF TI-IIRD AVENUE FROM
SOUTH OF "F'° STREET TO NORTH OF "G" STREET, AND WAIVING
FORMAL BIDDING REQUIREMENTS
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the street lights on Third Avenue on the easterly
side from "G'° Street to Madrona Street in the City of Chula Vista
have not been operable for several months, and said lighting system
was installed approximately forty years ago, and
4dHEREAS, in the recent past difficulties have been experiences
with the circuitry of the system of lighting along Third Avenue from
north of "F" Street to south of "G" Street, encompassing some thirty-
three lighting standards, and the circuitry has completely rusted out
and the old lead cables have corroded, causing shorts, and
WHEREAS, the present system is a series circuitry, and any
short blacks out all of the lights in the circuit, and
WHEP,EAS, the present darkened condition of this portion o_f
Third Avenue constitutes a definite menace to the safety and general
welfare of the businesses in the area and all passers-by moving through
the area, and
WHEREAS, upon the recommendation of the Director of Public ~~~orks
the City Council finds that the work of replacing tl~e total circuitry
fo.r this lighting system is deemed to be of urgent necessity for the
preservation of the safety of persons and property, and
WHEREAS, the estimated cost to accomplish said work and the
necessary incidental work is $15,000.00, and
WHEREAS, said maintenance cost can be funded from Gas Tax
Maintenance money, and it is therefore recommended that the sum of
$15,000.00 be transferred from the balance in Project 69, Unit 2, "L"
Street, to Project 93, Maintenance.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista, based upon the foregoing facts and reasons does
hereby find that competitive bidding for the accomplishment o.f said
work is impractical and undesirable.
BE IT FURTHER, RESOLVED that the Director of Public Works be,
and he is hereby directed to secure informal bids f_or this work and
present such bids to the City Council at the earliest possible time
for approval by the City Ccuncil.
BE IT FURTHER RESOLVED that the sum of $15,000.00 be, and the
same is hereby ordered to be transferred from the balance in Project 69,
Unit 2, "L" Street, to Project 93, Maintenance.
