RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
FINDING COMPETITIVE BIDDING TO BE IM_pRACTICAL FOR THE CON-
STRUCTION OF BALL FIELD LIGHTS IN GEP3ERAL ROCA PARK, APPRO-
PRIATING THE SUM OF EIGI3TEEN THOUSAND DOLLARS ($18,000.00)
FOR SAID PURPOSE, AND AUTIiORIZING THE MAYOR TO EXECUTE THE
CONTRACT FOR SAID LIGHTING INSTALLATION
The City Council of the City of Chula Vista does hereby re-
solve as follows:
WHEREAS, the City Council of the City of Chula Vista has here-
tofore authorized the City Engineer to proceed with advertising and formal
bidding for the installation of ball field lights for the Pony League
field in General Roca Park, and
WI3EREAS, the City Engineer and the Director of Parks and Rec-
reation have carefully analyzed the proposal and have determined that,
under the most favorable conditions, the installation process will take
a minimum of six weeks and should any difficulties be incurred, a minimum
of eight weeks or more, and
WHEREAS, it is essential that the lighting system be in opera-
tion by July 25, 1968, in order to permit practice playing on the field
by the participating teams prior to the tournament commencing August 1,
1968, and
WHEREAS, formal bidding would prevent the timely construction
of this project and careful analysis by the Director of Public t~lorks and
the Director of Parks and Recreation has indicated that a fair and
reasonable price for the installation of the lighting system be not more
than Eighteen Thousand Dollars ($18,000.00),and
WHEREAS, the City Council finds that because of the facts
stated herein, competitive bidding for the construction of the ball field
lighting for the Pony League field in General Roca Park is impractical
and undesirable.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista does hereby determine that the Mayor be, and he is
hereby authorized to execute an appropriate contract for the construc-
tion and installation of the ball field lighting for the Pony League
field in General Roca Park without the necessity for formal bidding.
t3E IT FURTHER RESOLVED that said contract shall contain, among
other items, the following:
1. Contractor will furnish to the City Engineer for approval:
(a) Drawing of field layout showing pole location, conduit
runs, and service locations.
(b) Detail drawing of service center including main ser-
vice lighting central and service section.
(c) Wiring diagram.
(d) Catalog cuts on fixtures and poles.

(e) Footing design for poles and elevation each relative
to playing field.
(f) Written description of project, specifications, and
guarantee for one year on workmanship and materials and three
years on lamps.
2. Contractor to furnish a one hundred percent (1000) per-
formance bond and a fifty percent (500) labor and material bond. Bonds
to be submitted not later than May 17, 1968.
3. Partial payments will be made based on percent of job
completed on first of each month less ten percent (100). Payment to be
made by the tenth of the month. Final payment to be made thirty-five
(35) days after filing notice of completion with County Recorder.
4. Completion date of project to be July 25, 1968.
5. Penalty for failure to complete job to be Twenty-five
Dollars ($25.00) per day.
6. It is the responsibility of the contractor to coordinate
his installation with the San Diego Gas and Electric Company.
7. It is further understood that the contract price does not
include unusual pole foundation installation problems such as rock or
broken concrete.
8. Field lighting intensity to be twenty-four (24) foot
candles on infield and nineteen (19) foot candles on outfield maintained
illumination.
9. Project schedule is as follows:
Council authorization May 7, 1968
Contract documents signed May 9, 1968
Contractor submits drawings May 10, 1968
City approves drawings May 14, 1968
Contractor submits bonds May 17, 1968
Contractor completes project July 25 , 1968
BE IT FURTHER RESOLVED that the sum of Eighteen Thousand Dol-
lars ($18,000.00) be, and the same is hereby appropriated from the un-
appropriated surplus of the General Fund for the purposes set forth
hereinabove.
