SUMMARY
The California Department of Transportation (Caltrans) has announced available grant funding
for Fiscal Year 2012-13 projects through its competitive Bicycle Transportation Account (BTA)
grant program. The grant application deadline is April 13, 2012. Staff recommends ratifying the
submittal of the grant applications for $193,059 for the construction of a Class II bikeway on
Industrial Blvd. from L Street to Moss Street and $404,794 for the construction of a Class II
bikeway on the north side of East Orange Avenue between Loma Lane to Melrose Avenue.
Grant awards require a 10% local match.
ENVIRONMENTAL REVIEW
The Development Services Director has reviewed the proposed activity for compliance with the
California Environmental Quality Act (CEQA) and has determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because the request for
grant funds has not been approved and the action approving the project has not yet been
approved, adopted or funded by the City of Chula Vista. Therefore, pursuant to Section 15060
(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no
environmental review is necessary.
RECOMMENDATION
Council adopt the resolution.

DISCUSSION
On March 8, 2012, the California Department of Transportation Local Assistance (Caltrans)
notified the local agencies of the availability of grant funding for Fiscal Year 2012-13 projects
through its competitive Bicycle Transportation Account (BTA) grant program. The intent of the
program is to improve safety and convenience for bicycle commuters in the region. The BTA
grant program is available to local agencies with adopted Bicycle Transportation Plans less than
five years old. For Fiscal Year 2012-13 funding, the plan must be adopted by the local agency
between January 1, 2007 and March 31, 2012. The plan must subsequently be approved by the
Metropolitan Planning Agency (MPO) before March 13, 2012. A total of $7.2 million is
anticipated to be available statewide with a onetime increase for Fiscal Year 2012-13 to $11.9
million only. No applicant shall receive more than 25 percent of the total amount transferred to
the BTA in a single fiscal year. Local agencies must provide a minimum of 10 percent of the
total cost of an eligible project cost from sources other than BTA.
On April 9, 2012, staff issued a memorandum (Attachment 1) informing Council that the
deadline to submit the BTA printed application with an executed Resolution committing the
local agency to provide funding match to Caltrans District 11, Local Assistance Office, was
Friday, April 13, 2012. Normally, staff would have brought to Council a proposed resolution
authorizing submittal of the BTA grant application. Said resolution would be included in the
application package. However, the short time frame for this grant requires that staff modify its
normal process. With authorization from Caltrans, staff submitted the application package,
before the deadline, with a letter (Attachment 2) explaining that the requested Council resolution
would be submitted at a date after April 24, 2012. Tonight's action will ratify the actions taken
in order to not jeopardize potential funds to the City.
The latest Bikeway Master Plan Update (BMP) was approved by Council on February 1, 2011.
It was approved by the San Diego Association of Governments (SANDAG) on March 14, 2011.
These actions will qualify the City to apply for BTA grant funding in the Fiscal Year 2011-12
cycle. .
Staff reviewed the priorities in the recent Bikeway Master Plan to come up with
recommendations for the BTA grant applications. All projects have gone through the
environmental review process in accordance with the California Environmental Quality Act
(CEQA) and have received a categorical exemption. Staff recommends the following projects:
East Orange Avenue Bike Lane
The scope of work for this project includes 5-foot narrowing of approximately 1700 LF of the
existing landscaped median, pavement striping and legends, and restoration of landscape and
irrigation on the north side of East Orange Avenue between Loma Lane and Melrose Avenue.
Total cost for this project is estimated to be $454,825. Staff recommends applying for a grant
amount of $404,794 and providing a local match of $50,031.

Industrial Boulevard
Industrial Blvd. from LStreet/ Bay Blvd. to Main Street was included as Priority #5 in the 2005
Bikeway Master Plan. It was assumed that an interim Class III bike route would be installed,
with a Class II bike lane as the ultimate improvement. Subsequent to that date, the City
constructed full street improvements, including curb, gutter and sidewalk and bike lanes, for the
segment of Industrial Blvd. from Palomar Street to Ada Street, as part of the Palomar Trolley
Center improvements. Since the area immediately north of Palomar Street is in a SANDAG-
designated Smart Growth area, the City applied for and received Transnet Smart Growth grant
funding for the construction of street improvements between Naples Street and Palomar Street.
The improvements include curb, gutter and sidewalk on the east side of Industrial Blvd. (there
are existing improvements on the west side) and bike lanes on both sides. The construction for
this CIP project has been completed.
This proposed project is included as Priority #6 in the 2011 Bikeway Master Plan. The staff
estimate includes an additional five feet of pavement width on Industrial Boulevard from L
Street to Moss Street and pavement marking/ striping on Industrial Blvd. and on L Street from
Industrial Blvd. to Bay Blvd. This project will link the existing bike lane on Bay Blvd. to the
north to the funded bike lane on Industrial Blvd. south of Moss Street. Historically, bikeway
projects that provide linkage are more likely to receive grant funding. Additional curb, gutter
and sidewalk on the east side of Industrial Blvd. would not be eligible for funding and are
therefore not included in the proposal.
The total estimated cost is $216,920. Staff recommends applying for a grant of $193,059 and
providing a local match of $23,86].
DECISION MAKER CONFLICT
Staff has reviewed the property holdings of the City Council and has found no property holdings
within 500 feet of the boundaries of the properties that are the subject of this action.
CURRENT YEAR FISCAL IMPACT
There is no impact to the General Fund from this action. The estimated total cost of $454,825
for the East Orange Ave. bike lane, and $216,920 for the Industrial Blvd. bike lane will be met,
in part, with $597,853 in Bicycle Transportation Account (BTA) Grant funds, if awarded. The
remaining required match of $73,892 will be met with funds from the City's Transnet fund
balance. If the grant is awarded, staff will return to Council with a recommendation to accept the
funds.
ONGOING FISCAL IMPACT
After installation of these improvements, there will be minimal expenditures for routine
maintenance. It is anticipated that rehabilitation of the bike routes and lanes would be done in
conjunction with the City's pavement rehabilitation program.

This is to inform you that ou March 8, 2012, Cal'1'raus Local Assistance notified local agencies of the
available grant funding for Fiscal Year 2012-13 projects through its competitive Bicycle Transportation
Account (I3TA) grant program. The intent of the BTA grant is to improve safety and convenience for
bicycle commuters in the region. 'The grant application deadline is April 13, 2012. Normally, staffwould
have brought to Council a proposed resolution authorizing submittal of the B•fA grant application. Said
resolution would be included in the application package. However, the short time frame for this grant
requires that staff modify its normal process in order to not jeopardize potential foods to the City. With
permission from the State, staff will submit the application by the deadline without a Council resolution.
Staff will then rehu•n to Cowtcil on or after April 24d` of this year ratifying the authorization of this grant
application submittal and then forwarding the resohrtion to the State.
'fhe reconuneuded projects for the B1'A grant program are based on the priorities established in the recent
Bikeway Master Plan and are as follows:
Orange Avenge Bike Lane
The scope of work for this project includes 5-foot narrowing of approximately 1,700 lineal feet of the
existing landscaped median, pavement striping and legends, and restoration of landscape and irrigation.
The estimated cost for t(tis improvement is $455,000,
Lrdustrial Boulevard
The scope of work of this project is au additional 5 feet of pavement width on Lrdustrial Doulevard from L
Street to Naples Street and pavement marking/sG•iping ott Ltdush•ial Boulevard. and on L Street from
IndusG•ial Boulevard Yo Bay Boulevard. This project will link the existing bike lane on Bay Boulevard to
the north to the funded bike lane on Industrial Boulevard south of Naples Street. The estimated cost for
this project is $220,000.
The estimated total obligation for both projects is $675,000 and wilt be met, in part, wiflt $607,500 in
Bicycle Transportation Account (BTA) gran[ funds, if awarded. The remaining required match of $67,500
will be met with funds from the City's Transnet food balance.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA RATIFYING THE SUBMITTAL OF FISCAL
YEAR 2012/2013 BICYCLE TRANSPORTATION ACCOUNT
(BTA) GRANT APPLICATIONS FOR CONSTRUCTION OF
BIKEWAYS ALONG EAST ORANGE AVENUE AND
INDUSTRIAL BLVD. AND CERTIFYING THAT MATCHING
FUNDS ARE OR WILL BE AVAILABLE THEREFOR
WHEREAS, the City Council adopted a comprehensive update of the City of Chula Vista
Bikeway Master Plan (Plan) on February 1, 2011; and
WHEREAS, construction of a Class II bikeway on East Orange Avenue and construction
of a Class II bikeway on Industrial Blvd. aze recommended by the Plan; and
WHEREAS, on March 8, 2012, the California Department of Transportation (Caltrans)
announced available grant funding for Fiscal Year 2012-2013 projects through its competitive
Bicycle Transportation Account (BTA) grant program, with a grant application deadline of April
13, 2012; and
WHEREAS, staff recommends the construction of a Class II bikeway along the north
side of East Orange Avenue approximately between Melrose Avenue and Loma Lane at an
estimated cost of $454,825 in order to improve the safety of bicyclists who use this route; and
WHEREAS, staff also recommends the construction of a Class II bikeway on Industrial
Blvd. and L Street between Bay Blvd. and Moss Street at an estimated cost of $216,920 in order
to complete a link in the City's bike lanes north and south of this project; and
WHEREAS, due to the short time-frame between CalTrans' notification of the
availability of the grant funding and the grant application deadline, staff was unable to bring
forward an item to Council requesting the authority to submit a grant application; therefore, to
preserve the City's ability to obtain grant funding, staff submitted a grant application for
FY2012/2013 BTA on April 13, 2012.
WHEREAS, the application submitted requested a total grant amount of $597,853; and
WHEREAS, in the event that the City is awarded the grants, the City will be required to
provide a minimum ten percent match of local funds ($73,892); and
WHEREAS staff proposes that the matching funds come from the City's annual Transnet
allocation. The City will have sufficient funds in the Fiscal Year 2012/2013 Transnet allocation
to commit these funds.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista ratifies the submittal of Fiscal Yeaz 2012-13 Bicycle Transportation Account (BTA) grant
applications for construction of bikeways along Orange Avenue and Industrial Blvd. annd certifies
that matching funds are or will be available therefor. ( I
