SUMMARY
The San Diego County Office of Emergency Services, who administers the State
Homeland Security Program (SHSP), has notified the City of the fiscal yeaz 2011 SHSP
awazd in the amount of $170,867. The State Homeland Security Program is designed to
improve domestic terrorism prepazedness of state and local governments by addressing
equipment, training, exercises and planning needs.
ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for compliance with the California
Enviromnental Quality Act (CEQA) and it has been determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because it will
not result in a physical change in the environment; therefore, pursuant to Section
15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no
environmental review is necessary.
RECOMMENDATION
Council adopt the resolution.

DISCUSSION
The fiscal year 2011 State Homeland Security Program (SHSP) provides funding for the
continued development of readiness and operational response capacity of Police and Fire
first responder personnel. Funds allocated by the fiscal year 2011 SHSP will permit the

Police and Fire Departments to purchase equipment that will complement existing
equipment configurations that were purchased with previous Homeland Security funds.
SHSP grant administrators from the California Emergency Management Agency
(CalEMA) have approved the expenditure plan of equipment, planning and training needs
of the City. The spending plan was submitted in advance of funding approval in
accordance with grant requirements. Grant funds are restricted in how they can be spent
and cannot supplant normal budgetary items for the City. The specific spending plan is
as follows:
Equipment
The fiscal yeaz 2011 SHSP funds will purchase communications equipment in the amount
of $140,867 that will be used by the City's first responders and Emergency Operations
Center (EOC) personnel. Equipment funds have been allocated to purchase portable
radios that complement an existing configuration of radio equipment and maintain
regional communications interoperability.
Plannin
A part-time employee is funded in support of the EOC to develop and enhance plans and
protocols, including developing/enhancing emergency operation procedures; developing
terrorism prevention/deterrence plans; developing plans, procedures and requirements for
the management of infrastructure and resources related to SHSP and implementation of
State or Urban Area Homeland Security Strategies; and developing/enhancing border
security plans. This position has been funded by prior SHSP allocations and will continue
to improve the City's disaster response capabilities. This position will be eliminated at
the end of the grant term unless additional funds are identified to continue support of the
position.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500-foot rule found in California Code of
Regulations section 18704.2(a)(1) is not applicable to this decision.
CURRENT YEAR FISCAL IMPACT
Approval of this resolution will result in the acceptance of $170,867 for the 2011 State
Homeland Security Program from the U.S Department of Homeland Security. These
funds will be spent next fiscal year, which has no net fiscal impact in the current year.
ONGOING FISCAL IMPACT
A $30,000 appropriation to the personnel category and $140,867 appropriation to the
supplies and services category of the Federal Grants Fund will be incorporated in the
fiscal year 2012/2013 proposed budget and be considered as part of the normal budget
process. The funding from the 2011 State Homeland Security Program will completely
offset these costs, resulting in no net fiscal impact to the General Fund.

STATE HOMELAND SECURITY PROGRAM
WHEREAS, the San Diego County Office of Emergency Services, who administers the
State Homeland Security Program (SHSP), has notified the City of the fiscal yeaz 2011 SHSP
award in the amount of $170,867; and
WHEREAS, the State Homeland Security Program is designed to improve domestic
terrorism preparedness of state and local governments by addressing equipment, training,
exercises and planning needs; and
WHEREAS, the fiscal yeaz 2011 SHSP funds will purchase communications equipment
in the amount of $140,867 that will be used by the City's first responders and Emergency
Operations Center personnel; and
WHEREAS, apart-time employee is funded $30,000 in support of the Emergency
Operations Center to develop and enhance plans and protocols.
NOW, THEREFORE, BE IT RESOLVED with the above findings incorporated herein,
the City Council of the City of Chula Vista does hereby accept $170,867 from the U.S.
Department of Homeland Security and authorize staff to incorporate $30,000 to personnel
services and $140,867 to supplies and services category of the fiscal year 2013 proposed budget
of Federal Grants Fund for the State Homeland Security Program.
