HomeMy WebLinkAboutReso 1969-5278RESOLUTION NO. 527E RESOLUTION OF' THE CITY COUNCIL OF THE CITY OF CHULA VISTA OPPOSING AB 1400 PROVIDING COMPULSORY AND BINDING ARBITRA- TION AND LABOR RELATIONS BETWEEN CITY AND POLICE AND FIREMEN The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, AB 1400 as amended would delegate all decisions on employee/employer relations except for salaries and wages where an impasse had been reached to an arbitration board. and the decision of said board would be final, and WHEREAS, said bill would provide that all questions relative to retirement, vacation, sick leave, health benefits, life insurance and any other fringe benefits or working conditions would be removed from the decision making responsibility and authority of_ the City Council, and WHEREAS, such compulsory and binding arbitration is contrary to the basic principals of the representative form of government which retain control in the hands of the people through their elected representatives, and WHEREAS, said bill would be a delegation of_ said representative powers to an arbitration board, and. WHEREAS, this bill is also discriminatory in that it applies only to police and firemen and is contrary to the recently inacted legislation by the State of California regarding labor relations for public agencies which would extend the same rights and privileges to all public employees, and T~~HEREAS, the concept of compulsory and. binding arbitration has been consistently rejected by both labor and management as being inconsistent with the process of_ free and open collective bargaining, and WHEREAS, arbitration should be a matter agreed. upon by the parties and not imposed by legislative mandate. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City_ of Chula Vista that the City Council does urge all members of the San Diego County Legislative Delegation and more particularly Senator James R. Mills and Assemblyman Wadie P. Deddeh to oppose Assembly Bill 1400. BE IT FURTHER Vista be, and he is this resolution to Delegation.
