RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA, AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO
NEGOTIATE CONTRACTS WITH PRIVATE ENGINEERS TO PREPARE
PLANS AND SPECIFICATIONS FOR 1911 IMPROVEMENT ACTS
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City of Chula Vista has initiated several pro-
cedures of the Improvement Act of 1911 for the installation of certain
public improvements in the City of Chula Vista, and
WHEREAS, said Improvement Act of 1911 requires the prepara-
tion of detailed plans and specifications of said improvements which
work entails many man hours of engineering services which cannot be
properly scheduled in the Division of Engineering in the City because
of the shortage of personnel and the backlog of City work projects,
and
WHEREAS, the Improvement Act of 1911 authorizes the inclusion
of such engineering projects as part of incidental expenses that may
be included within the total assessment of an improvement district,
and
WHEREAS, it is a commonly accepted practice in the County of
San Diego for the governmental agency processing the 1911 Act Improve-
ment projects to contract with private engineers for the preparation
of plans and specifications and other necessary documents for 1911
Act projects, and
WHEREAS, the Director of Public Works has recommended that
such a procedure be established for the accomplishment of 1911 Act
projects in the City of Chula Vista.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby
establishes as its policy that henceforth, in carrying out 1911 Improve-
ment Act projects, the engineering work, including but not limited to
the preparation of plans and specifications and other documents required
for projects under the Improvement Act of 1911, may be undertaken by
private engineers operating under contract with the City of Chula Vista.
BE IT FURTHER RESOLVED that the Director of Public Works be,
and he is hereby authorized to negotiate contracts with private engineers
for the preparation of such plans and specifications and other documents
to be approved by the City Council.
