SUMMARY
On November 15, 2011, City Council approved Resolution 2011-223, approving a
Memorandum of Understanding between the City and the Chula Vista Youth Sports Council
for the provision of enhanced parks maintenance services. This report provides a brief
update on the status of the donations from the Youth Sports Council.
ENVIRONMENTAL REVIEW
The Environmental Review Coordinator has reviewed the proposed activity for
compliance with the California Environmental Quality Act (CEQA) and has determined
that the activity, an update on the status of enhanced parks maintenance, is not a
"Project" as defined under Section 15378 (b)(4) of the State CEQA Guidelines because it
does not involve a physical change to the environment; therefore, pursuant to Section
15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no
environmental review is necessary.
RECOMMENDATION
City Council accept the report.

DISCUSSION
On November 15, 2011, City Council approved Resolution 2011-223, approving a
Memorandum of Understanding between the City and the Chula Vista Youth Sports Council
for the provision of enhanced parks maintenance services. The enhanced service was to be

enabled through a combination of cash donations, in-kind donations, and volunteer labor
provided by member organizations of the Youth Sports Council.
Cash donations are provided by each organization based on the number of participants
registered in their programs. In addition to the per-registrant donations, the MOU also
provided for the ability for organizations to "opt out" of providing volunteer labor by
making additional cash donations. Donations began to come in soon after the start of the
Spring/Summer field allocation which covers the period of February 1 -July 31. As of the
date of this writing, $27,724 has been donated to the City.
Per the terms of the MOU, cash donations are being deposited in anon-interest bearing
account that is being maintained exclusively for the provision of supplemental park
maintenance tasks as mutually agreed upon by the City and the Youth Sports Council.
The volunteer labor effort began in earnest on the weekend of February 5th, with
organizations providing trash pick-up at selected parks. Volunteer crews are providing labor
to allow Parks Division staff to concentrate on turf maintenance tasks.
Although this arrangement is still relatively new, there is every indication that the combined
efforts of the Youth Sports Council and the City will result in a slow but steady
improvement in the condition of specified City-owned playing fields.
DECISION MAKER CONFLICT
Staff has reviewed the property holdings of the. City Council Members and has found no
such holdings within 500' of the properties which are the subject of this action.
CURRENT YEAR FISCAL IMPACT
There is no direct impact to the general fund as a result of the acceptance of this report.
All funds donated by the Youth Sports Council are being specifically designated for
supplemental athletic field maintenance, and donated funds are being held in a non-
interest bearing deposit account by the City. Service and/or material expenditures will be
taken directly from this account.
There are staff costs involved in the maintenance of the deposit account, and the
processing of donations, requisitions and warrants. These costs are being absorbed
through existing operating budgets.
ONGOING FISCAL IMPACT
Other than the items listed above, there is no ongoing fiscal impact to the general fund.
