HomeMy WebLinkAbout2012/04/05 Additional Informationzl-/s /a-~ ~~ FACT SHEET Chula Vista Light Rail Transit Corridor Improvement Study Proposed Project and Location: The proposed project is to analyze alternatives for grade separating the light rail trolley (LRT) tracks from the roadway crossings at E Street, H Street and Palomar Street. Alternatives being considered include elevating the tracks over the roadway, tunneling the tracks under the roadway and in the case of Palomar Street, tunneling the roadway under the tracks. Background: SANDAG's 2050 RTP includes a list of at grade crossing locations throughout the San Diego region that have been ranked by their need to be grade separated. Numerous criteria are taken into consideration when determining whether a grade separation is warranted, some of which include peak-hour vehicular traffic, total number of trains, blocking delays, accident history, pedestrian safety, and benefit to emergency services. Palomar Street, H Street, and E Street ranked 4, 5 and 6 in this list, respectively, making them high priority projects for grade separation. Purpose and Need: • t.~W,V14i4 Mryu Bitibw'a PrY Virw PrY 8 ,~,s S G.~+ vsu ~~a l~ wN" ~ 4 E, H and Palomar Streets are major east-west arterial streets within Chula Vista and provide the major connections to the freeway in the northern portion of the city. Their importance is expected to increase as Chula Vista redevelops its Bayfront area to the west and traffic volumes rise. The Blue Line Trolley, which runs along Interstate 5 at the westerly edge of the City, experiences the highest ridership of any LRT line in the San Diego region, and projections indicate that ridership will continue to rise. This increased demand, the anticipated decrease of headways from 15 minutes to 7-1/2 minutes, and the potential express trolley service expected through this corridor all translate to increased delays for vehicular traffic at the existing grade crossings on E, H and Palomar Streets for motorists attempting to access the northbound and southbound ramps to Interstate 5. Grade separating the LRT line from the arterial streets would enhance safety, reduce delays and improve traffic circulation throughout the area. ~~ w E'y` ': Chula Vista g ~.~m«,r PRO.~CTP~lREAS H M~ ,~.,,1, ,. ~. ~.~~ ~ i cr4r~ w /~p~d. i~'12a~ TRANSPORTATION WORKSHOP April 5, 2012 Richard A.
