The unit cost for portable radios is now less than the $5,000 capital threshold, and the Police Department is requesting to transfer $125,092 from the capital category to the supplies and services category of the Federal Grant Fund. ENVIRONMENTAL REVIEW This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not Applicable. DISCUSSION On February 1, 2011, City Council accepted $222,315 grant funding from the U.S. Department of Homeland Security for the fiscal year 2010 State Homeland Security 5-1 4/3/2012, Item 5 Page 2 of 2 Program (SHSP). The spending plan was submitted in advance of funding approval in accordance with grant requirements. Grant funds are restricted in how they can be spent and cannot supplant normal budgetary items for the City. The fiscal year 2010 SHSP funds will purchase communications, protection, detection and computer equipment that will be used by the City's first responders and Emergency Operations Center (EOC) personnel. Equipment funds have been allocated to purchase portable radios, which were initially budgeted in the capital category with an estimated cost of $5,100 per radio. The unit cost for portable radios is now less than the $5,000 capital threshold, and currently costs $3,100 per radio. The Police Departrnent is requesting to transfer $125,092 from the capital category to the supplies and services category of the Federal Grant Fund to purchase portable radios paid by the State Homeland Security Program. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500-foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in the transfer of $125,092 from the capital category to the supplies and services category of the Federal Grants Fund. There is no net fiscal impact for this transfer. ONGOING FISCAL IMPACT There is no ongoing fiscal impact for this transfer. ATTACHMENTS None. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA TRANSFERRING $125,092 FROM THE CAPITAL CATEGORY TO THE SUPPLIES AND SERVICES CATEGORY OF THE FEDERAL GRANTS FUND FOR THE STATE HOMELAND SECURITY PROGRAM WHEREAS, on February 1, 2011, City Council accepted $222,315 grant funding from the U.S. Department of Homeland Security for the fiscal year 2010 State Homeland Security Program (SHSP); and WHEREAS, the State Homeland Security Program is designed to improve domestic terrorism preparedness of state and local governments by addressing equipment, training, exercises and planning needs; and WHEREAS, the fiscal year 2010 SHSP funds have been allocated to purchase portable radios, which were initially budgeted in the capital category with an estimated cost of $5,100 per radio; and WHEREAS, the unit cost for portable radios is currently less than the $5,000 capital threshold, and the Police Department is requesting to transfer $125,092 from the capital category to the supplies and services category to purchase radios. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does hereby transfer $125,092 from the capital category to the supplies and services category of the Federal Grants Fund for the State Homeland Security Program.
